I, Ptl. N. Pickett, responded in normal patrol mode to 601 Flint Ave (Dougherty County School Police) in reference to an initial outcry.

Upon arrival, contact was made with SRO Parker, in her office. Parker stated they received a video of a Radium Springs Middle School teacher (Brianna Carter) allowing a one year old female smoke a hookah. Parker stated the video was initially sent to the principal of the school. Parker played the video on her computer and downloaded the video onto a flash drive. I observed two different short video clips of Brianna holding the one year old in her lap along with a hookah. Brianna watched as she allowed the one year old to put her mouth on the hookah pipe and inhale the smoke. Brianna also made a comment in the video that stated, “This your last time, you’re not doing it again”, as the one year old inhaled the smoke and blew it out her mouth and nose. Parker gave me the name of the one year old (black female, [REDACTED BY AGENCY]) and her mother (black female, [WITNESS #1]), along with their address. Parker stated she did not have any further information on who recorded the video or who sent the video to the principal. Parker stated the incident happened at [1700 BLOCK] McArthur St. (Carter’s residence). Parker also stated DFAC was notified of this incident.

I responded to [1700 BLOCK] McArthur St. in reference to making contact with Carter. Contact was made with Carter at the front door of her residence. Carter stated the video was recorded on October 20, 2024 by a 17 year old female [REDACTED BY AGENCY] that was her goddaughter. Carter stated [REDACTED BY AGENCY] was staying with her at the same time the video was recorded but [REDACTED BY AGENCY] left the residence in November. Carter stated there was a family issue and [REDACTED BY AGENCY] went to live with her (Carter’s) girlfriend [WITNESS #2] cousin (black female, [WITNESS #3]. Carter stated there was a verbal altercation between her and [WITNESS #3] on Wednesday, January 29, 2025 and [WITNESS #3] sent the video to the principal of Radium Middle as retaliation. I asked Carter to explain what happened in the video and she stated she was sitting in the living room of the residence and a hookah was on the chair beside her. Carter stated [WITNESS #2]’s cousin (one year old black female, [REDACTED BY AGENCY]) picked the hookah up and when she tried to take it from her, [REDACTED BY AGENCY] was resisting. Carter stated this was the first time [REDACTED BY AGENCY] did that. Carter’s story wass not consistant with the video footage. Carter stated it was her, [WITNESS #2], [REDACTED BY AGENCY], [REDACTED BY AGENCY] and [WITNESS #3]’s son [REDACTED BY AGENCY] inside of the residence when the video was recorded. Carter stated [REDACTED BY AGENCY] mother (black female, [WITNESS #1]) lives in West Town Apartments on W. Gordon Ave.

I responded to [2300 BLOCK] W. Gordon Ave APT [REDACTED] in reference to making contact with [WITNESS #1]. Contact was made with [WITNESS #1] at the front door of the residence. As [WITNESS #1] opened the front door, there was a strong odor of marijuana coming from the residence. [WITNESS #1] stated in reference to the video, she was notified of the video by [WITNESS #3] on Wednesday, January 29, 2025. [WITNESS #1] stated she does not talk to her cousin ([WITNESS #2]) anymore because of a family issue and her daughter does not go to [WITNESS #2]’s residence anymore. [WITNESS #1] stated she did not report the incident because she did not want Carter to face any jail time and her daughter does not go over anymore so it will not happen again. [WITNESS #1] stated she does not smoke hookahs in front of her daughter. I advised [WITNESS #1] to get [REDACTED BY AGENCY] so that we can see her and observe if everything was okay with her. [REDACTED BY AGENCY] was friendly and appeared to be okay, there were no visible injuries.

I responded to [1600 BLOCK] McArthur St. in reference to making contact with [WITNESS #3] and [REDACTED BY AGENCY]. Contact was made with [WITNESS #3] and [REDACTED BY AGENCY] in the living room of the residence. [WITNESS #3] stated she did send the video to the principal once she received the video from [REDACTED BY AGENCY] on Wednesday, January 29, 2025. Sgt. D. Bonner asked [WITNESS #3] if her and [REDACTED BY AGENCY] could respond to the Law Enforcement Center in reference to making contact with Investigator Baisden in reference to this case. I was not able to speak with [REDACTED BY AGENCY] on scene.

[WITNESS #3] and [REDACTED BY AGENCY] responded to the LEC Investigations and was placed in interview room A.

I responded back to [1700 BLOCK] McArther St and detained Carter. I advised [WITNESS #2] that she would have to report to the LEC Investigations as well in reference to making contact with Investigator Baisden. Carter was placed in handcuffs, double locked to the rear. Carter was searched incident to arrest and placed in the backseat of my patrol vehicle (18-197) without a safety belt. Carter was transported to the LEC Investigations and placed in interview room D.

I submitted Carter’s, [WITNESS #2]’s, [WITNESS #1]’s, [WITNESS #3]’s, and [REDACTED BY AGENCY] information through GCIC/NCIC for any active warrants but yielded negative results. I retrieved a copy of the video for evidence and properly packaged and submitted it to Property Management at the Law Enforcement Center in locker 02.

A VIMES profile will be created for [REDACTED BY AGENCY] in reference to this incident.

This case is active and will be forwarded to investigations.
