On 03/15/2025 I (Ptl. Sibley) responded in emergency mode to [700 BLOCK] W Society Ave in reference to a Disorderly with a Weapon in progress.

Upon arrival, I made contact with the caller [VICTIM #1] who I observed arguing with (Charles Robinson). I also observed [VICTIM #1] with a pocket knife in his ring hand. I took to knife from [VICTIM #1] who stated he had the knife for his protection. [VICTIM #1] appeared to be in defensive mode because Charles was approaching him from inside the complex. I advised both parties to separate which resulted in Charles walking back into the complex. I advised [VICTIM #1] to tell me what happened which resulted in [VICTIM #1] stating he went to his neighbors residence ([700 BLOCK] W Society Apt [REDACTED]) and he started a conversation. [VICTIM #1] stated while he was talking with his neighbor (later identified as [WITNESS #1]) [WITNESS #2] said something to him.

[VICTIM #1] stated he didn’t specify exactly what was stated but he wasn’t bothering them ([WITNESS #2] and Charles). [VICTIM #1] stated he and Charles got into a verbal dispute which resulted in Charles getting a machete and starting to approach. [VICTIM #1] stated he went to his residence ([700 BLOCK] W Society Apt [REDACTED] and Charles followed him. [VICTIM #1] stated he was standing in his porch when Charles came at him again with the machete so he went into his residence. [VICTIM #1] stated Charles never swung the machete at him but that he did have it lifted up in the air. [VICTIM #1] also visible demonstrated the distance between he and Charles during the altercation which was approximately 20ft.

[VICTIM #1] stated [WITNESS #1] witnessed the entire altercation. While remaining on scene I spoke with [WITNESS #1] who stated [VICTIM #1] was talking to her at her vehicle parked outside of her residence. [WITNESS #1] stated [VICTIM #1] told her to advised her grandmother that he said hey. [WITNESS #1] stated after [VICTIM #1] made that request [WITNESS #2] stated “them folk don’t know you” which resulted in [VICTIM #1] ignoring her. [WITNESS #1] stated Charles then stated something that she wasn’t fully sure but that’s what sparked the verbal altercation. [WITNESS #1] stated she seen Charles with something in his hand but she wasn’t clear on what it was called. I asked her was it a machete and she stated yes, [WITNESS #1] stated Charles chased [VICTIM #1] with the machete.

[WITNESS #1] also stated [VICTIM #1] ran to his residence and Charles followed. I made contact with [WITNESS #2] who based her statement on old incidents. I advised [WITNESS #2] to tell me what happened today which resulted in her stating [VICTIM #1] smirked at them ([WITNESS #2] and Charles) which started the incident. [WITNESS #2] was not clear on what happened but she also stated Charles and [VICTIM #1] got into a verbal dispute. I made contact with Charles who stated [VICTIM #1] came up around there (Charles and [WITNESS #2]) residence and started with them. Charles stated [VICTIM #1] was told by police from a previous incident to stay away from them and they need to stay away from him. Charles didn’t know exactly what was said that started to verbal altercation.

Charles did advised that he came to the incident location after leaving work with his wife [WITNESS #2] advised him that [VICTIM #1] was starting with her. Charles stated after he and [VICTIM #1] were arguing that’s when [VICTIM #1] pulled a knife out his pocket. I asked Charles was that all that happened which he stated yes. I asked him multiple times was he sure that was all that happened to which he stated yes. I asked Charles did he have any weapon which resulted in Charles eventually stating he did grab a caulking gun to defend himself.

Charles was advised he would be taken into custody for disorderly conduct and he was placed into handcuffs to the rear with the handcuffs being double locked. Charles was escorted to my patrol vehicle (19-221) where he was searched for contraband which yielded positive results for a pocket knife which was placed with other property found on his person. Charles was then placed in the rear passenger seat where he was later transported to the Dougherty County Jail.

An GCIC/NCIC check was conducted in all parties involved which yielded negative resulted for being wanted.

Upon arrival, at the Jail my department issued firearm was secured in the trunk of my patrol vehicle (19-221). Charles was then escorted into the Jails intake area where he was turned over the Jail intake staff. Before my departure Charles was left with a copy of his disorderly conduct citation, and he signed the court copy which was later turned into Ms [REDACTED]’s box at the LEC (201 W. Oglethorpe Blvd).

Charles was booked on the city ordinance disorderly conduct (citation # BB001779)

This case is cleared by arrest.
