I responded to [1500 BLOCK] Dawson Road in reference to a loud music complaint between apartments [REDACTED] and [REDACTED]. [VICTIM #1] had called police and advised that her neighbor was playing loud music and it was coming through her walls. I responded initially at 1322 hours (CAD #2026-063440).
Upon arrival on the first call, I could hear loud music with some deep bass tones corning from inside of apartment [REDACTED]. I made contact with [VICTIM #1] first and she let me inside her house to speak with her. She stated that she had been hearing the music since about 0830 hours and she tried to speak with the neighbor, later identified as Cynteva Hightower. [VICTIM #1] stated Hightower did not seem receptive to her asking about the music.
[VICTIM #1] went on to state that she was working from home and had to take a break from taking phone calls because of the music. [VICTIM #1] stated that Hightower made a comment on social media about her child’s father the previous night because he was a wanted person. This was recorded on my body worn camera.
I went to make contact at apartment [REDACTED]. For several minutes I knocked on her outer screen door. With each negative attempt, I tried to knock a little harder to gather Hightowers attention. The music was so loud that my door knocking did not seem to alert Hightower. I did try the same at the side door. Eventually, Hightower turned off the music and asked Who the Fu*k was knocking on her door. I advised it was the police.
Hightower came outside through the side door. She was very agitated and upset that someone called the police on her because of the music she was listenting to in her house. I explained that she could listen to music as she wished, but if someone else was disturbed by it they could call the police. I obtained her information and issued a warning to her. I asked her to heed the warning or she could possibly be arrested. She returned to her house and closed the door. I left the scene and cleared the call.
At approximately 1346 hours, [VICTIM #1] called back and stated that Hightower was trying to climb through her window and was challenging her to fight outside. Upon the arrival of Ptl. Farley, he advised he observed Hightower in the parking lot yelling at [VICTIM #1]. Ptl. Farley had told her to stop and go back inside of her apartment. She eventually did so. [VICTIM #1] stated that Hightower was yelling through the walls at her. [VICTIM #1] also stated Hightower told her that she was going to call DFCS and have her baby taken away. [VICTIM #1] was upset about it and stated those were fighting words to her.
We knocked on Hightowers door and she answered. She was still upset and agitated. We attempted to have Hightower come outside. She refused several times. As we moved a little closer to the front door area, she tried to slam the door in Ptl. Farley’s face and she ran into the house. Ptl. Farley and Ptl. Slankard and I actively pursued her after she committed a disorderly conduct. Her retreat into the house did not negate the need for swift action as any delay to arrest her could have allowed her to arm herself, continue her altercation with [VICTIM #1] or flee the area.
We had to tell her several times to put her hands behind her back and to stop resisting. She had run into a back bedroom. She was tensing her arms up but was cuffed and secured after a few seconds. Hightower was taken into custody due to her volatile nature and escalating behavior toward [VICTIM #1]. She was placed in the backseat of a patrol vehicle and Ptl. Farley transported her to the Dougherty County Jail.
She was charged with Disorderly Conduct and Obstructing/Hindering LE Officers. Warrants 26-005468-01APD (Obstruction/Hindering) and 26-005468-02APD (Disorderly Conduct) were prepared.
This case is cleared by arrest.
