I responded in normal patrol mode to [700 BLOCK] W 1st Ave. on 01/11/2025 in reference to disorderly conduct in progress.

Upon arrival, I could hear people yelling and arguing. I knocked on the door and a black female, later identified as Chelsea Wiggins let me inside. Once inside Chelsea stated a black female, later identified as Kayla Mills was not supposed to be there. I observed Chelsea walk to the back of the house where Kayla was at. Chelsea started yelling at Kayla and got into a fighting stance. I tried to calm both Kayla and Chelsea down but they refused to listen.

Ptl. Flowers responded to the scene. Chelsea and Kayla continued to argue with each other. I went to the back of the house where Kayla was at. I observed a black male, later identified as Derrick Bowen alongside Kayla. Kayla started walking towards Chelsea taunting her. Chelsea started moving towards Kayla in an aggressive manner trying to fight her. Ptl. Flowers detained Chelsea and placed her in handcuffs double locked behind the back. I grabbed Kayla to place her in handcuffs because she was trying to fight Chelsea. While I was I about to put handcuffs on Kayla, Derrick tried to get in between me and Kayla trying to stop me from putting her in handcuffs.

Ptl. Flowers moved Derrick away from Kayla and me and placed him in handcuffs double locked behind the back. I placed Kayla in handcuffs double locked behind the back. I conducted a search incident to arrest for any weapons and contraband with negative results. I placed Kayla in the back seat of my patrol vehicle (19-053). Ptl. Flowers conducted a search incident to arrest on Derrick for any weapons and contraband with negative results.

Ptl. Jackson and Ptl. Q. Davis responded to the scene. Ptl. Jackson conducted another search incident to arrest on Kayla for any weapons and contraband with negative results. Ptl. Davis conducted a search incident to arrest on Chelsea for any weapons and contraband with negative results.

I conducted a check through NCIC/GCIC on Chelsea, Kayla, and Derrick for any active warrants with negative results. Ptl. Q. Davis transported Chelsea to the Dougherty County Jail. I transported Derrick and Kayla to the Dougherty County Jail. Ptl. Q. Davis escorted Kayla and Chelsea inside of the jail and released them to the Dougherty County Jail staff. I placed my department issued Glock 47 (SN: CECC017) in the trunk of my patrol vehicle (19-053). I escorted Derrick inside of the jail and released him to the Dougherty County Jail staff. I cited Kayla and Chelsea for disorderly conduct (Citation # BB001691, BB001690). I cited Derrick for interfering with city officers prohibited (Citation # BB001689). I conducted a search of the rear seat of my patrol vehicle for any weapons and contraband with negative results.

This case is cleared by arrest.
