While parked in the west parking lot of Piggly Wiggly’s (1032 W. Gordon Ave.), I observed a suspect urinate in front of me. I observed a black male (later identified as Desmond Holmes), walking south on the curb passing Piggly Wiggly’s. I have observed Desmond stop in front of my marked patrol vehicle (19-164), which my headlights were not illuminated, take out his genitals and begin to urinate. Shortly after Desmond put his genitals back in his shorts, which were sagging beneath 4 to 5 inches, and continued to walk south on south Slappey Blvd.

I requested another unit and made contact with Desmond. While speaking with Desmond, I observed he was staggering in his stance, emitted the odor of an alcoholic beverage from his person, and was slurring in his speech. I asked him for his name several times, and I was unable to understand due to his heavy slurred speech.

Cpl.T. Covington, Dougherty County Sheriff Officer, cologne, and Sgt. T. Outlaw responded to the scene shortly after.

I heard Desmond making contact with DCSO Cologne and advised him he had been drinking all day. Desmond was placed in double-lock handcuffs at the Rivers back, escorted to the rear passenger seat of my vehicle and searched incident to arrest for weapons/contraband, yielding negative results. Desmond was placed in the rear passenger seat of my vehicle, secured with the safety belt pending transportation to Dougherty County Jail (1302 Evelyn Avenue).

I transported Desmond to Dougherty County Jail, and turned them over to the staff for further processing. During transportation, Desmond did not utter anything. Post, transportation a search for weapons/contraband was conducted of the rear of my vehicle, yielding negative results.

Desmond received the following citations:
Public indecency, urinating, and defecating (citation# BB002181)

NCIC/GCIC search was conducted for warrants on all parties involved, yielding negative results.

This case is cleared by arrest.
