I, Ptl. A. White, responded in normal mode to 422 W Oglethorpe Blvd (Days Inn) in reference to a disorderly conduct.

When I arrived on scene, I was approached by a black female at the Traveler’s Inn (414 W Oglethorpe Blvd), later identified as [WITNESS #1], who stated there was a black male running around yelling at people with a piece of metal in his hands. [WITNESS #1] stated the male subject had left towards W Highland Ave but was unsure of a direction. While getting this information from her, several residents of the Traveler’s Inn began yelling “There he goes” and when I looked they were pointing east towards Burger King. I rode towards Burger King and canvassed the parking lot with negative results. I rode back down W Highland Ave and also had negative results. Upon arriving back at the Traveler’s Inn, several residents again began shouting that he was “over there” point back towards the east side of the parking lot. I made contact with a black male, later identified as Dorian Richards, at the office of the Traveler’s Inn. Upon contact, I detained him due to him running around when I arrived on scene and the accusations of him weilding a piece of metal. Ptl. Q. Peterson did a Terry Frisk on Dorian with negative results for weapons and secured him in the rear of my vehicle. Ptl. Q. Peterson stood by with my vehicle while I made contact with the caller’s to find out what occured.

I made contact with [WITNESS #1] again who stated she did not witness Dorian in anyone’s face but was told about it. [WITNESS #1] stated she is a manager at the Traveler’s Inn and she checked the cameras to see Dorian running around the parking lot with the piece of metal. [WITNESS #1] stated the camera footage did not show that Dorian approached anyone with the piece of metal or threaten anyone.

I made contact with [VICTIM #1] who stated he had a resident, [VICTIM #2], come to the office and advise him of a black male being loud and not letting her get past him to her room. [VICTIM #1] stated he then went to ask the black male to leave and that is when Dorian began screaming and ran up to [VICTIM #1] who standing on the stairs. [VICTIM #1] stated Dorian kept lunging at him like Dorian was going to push him down the stairs, but [VICTIM #1] advised he was just trying to get him to leave. [VICTIM #1] stated Dorian was leaning over the balcony and screaming down at people as well.

I then made contact with [VICTIM #2] in room [REDACTED] at the Days Inn, who stated she was approached by Dorian when she left work at Burger King next door. [VICTIM #2] stated Dorian was walking quickly past her and leaned like he was trying to shoulder her. [VICTIM #2] stated she leaned away, so no physical contact was made. [VICTIM #2] stated that was the only contact she had with Dorian.

I made contact with [WITNESS #2] who stated she was there when Dorian charged at [VICTIM #1], like he was trying to make him fall down the stairs. [WITNESS #2] stated Dorian was being loud and disruptive on the second floor, resulting in [VICTIM #2] coming to the office to complain. [WITNESS #2] stated she and [VICTIM #1] went to make contact with Dorian to ask him to leave, but Dorian would not let [VICTIM #1] up the stairs. [WITNESS #2] stated she was scared Dorian was going to push [VICTIM #1] down the stairs due to the way he was charging at [VICTIM #1] and how he was yelling in [VICTIM #1]’s face. [WITNESS #2] wrote a written statement.

I made contact with Dorian in the rear of my vehicle and read him his Miranda Rights. After reading him his rights, Dorian stated he would still like to talk to me. I asked Dorian about how he was acting at the Days Inn and Dorian stated he had just went to his friend [REDACTED]’s room at room [REDACTED] and he did not do anything. Dorian denied walking towards Burger King, even though I told him I watched him walk that way. Dorian also stated he felt like the “[VICTIM #1]’s” were harrassing him and lying on him. I advised Dorian I would be charging him with Disorderly Conduct and that it would be a citation. Dorian began cussing and screaming at me. While completing his booking card in the vehicle, Dorian continued to yell and bang his head on the plastic divider.

I transported Dorian to the Dougherty County Jail. While on transport, Dorian continued to yell and cuss at me as well as bang his head on the divider. I secured my duty weapon in the trunk of my vehicle. I escorted Dorian into the Dougherty County Jail without incident. The jail intake staff came to ask Dorian if he was injured when he began to get rough with the intake staff. The jail intake staff had me stand inside and they took him to the strip search room to continue with the processing. The jail intake staff removed the restraints and Dorian was turned over to the intake staff. I searched the rear of my vehicle at the beginning of my shift and following this transport with negative results for weapons or contraband.

Dorian Richards was cited with Disorderly Conduct (Citation #BB001602).

I did an NCIC/GCIC check on all parties with negative results for warrants.

This case is cleared by arrest.
