On 04/26/2026, I (Ptl. T. Sibley) responded in normal mode to [2700 BLOCK] Elton St. in reference to a Family Violence.
Upon arrival, I observed that both parties were already separated. I made contact with the caller, [VICTIM #1], and her husband, Dustin Yancey. I first made contact with [VICTIM #1]. While speaking with her, I observed a red bruise on the left front side of her neck, as well as swelling and a visible knot on her right eye. I also observed dirt on the leg of her pants, which appeared consistent with mud from the yard area. I asked [VICTIM #1] what had occurred leading up to the incident.
[VICTIM #1] stated that she had come to the residence to retrieve the remainder of her belongings, as she was in the process of moving out. She advised that upon arrival, she parked her vehicle in the yard, across from Dustin’s vehicle, which was facing her vehicle. [VICTIM #1] stated she was unaware Dustin was inside his vehicle at the time. She stated that when she approached her vehicle, Dustin spoke to her and asked why she was at the residence.
[VICTIM #1] stated she informed Dustin that she was there to retrieve the rest of her property, which caused him to become upset. [VICTIM #1] advised that Dustin called her a “who*e,” which led to a verbal argument between the two. [VICTIM #1] stated that during the argument, Dustin became increasingly angry, at which point he grabbed her by the neck, threw her to the ground, and held her down by applying pressure to her neck. [VICTIM #1] stated Dustin applied pressure to the point that she was unable to breathe. [VICTIM #1] advised that she did not fight back because she did not want to risk going to jail.
[VICTIM #1] further stated that after the physical altercation, Dustin entered his vehicle, described as a white Chevrolet Silverado displaying Georgia tag [REDACTED], and intentionally struck her vehicle, described as a white Chevrolet Trailblazer displaying Georgia tag [REDACTED]. [VICTIM #1] stated the impact caused damage to both driver-side doors of her vehicle. She further stated that after striking the vehicle, Dustin told her he was allowed to damage it because it was in his name. [VICTIM #1] advised that although the vehicle is registered in Dustin’s name, it was purchased for her use and she is the primary driver.
I asked [VICTIM #1] if she needed EMS, to which she stated she was unsure but expressed that her neck felt like it may be broken. Due to her complaint of injury, EMS was requested to respond to the scene. While awaiting EMS, I made contact with Dustin Yancey. Prior to my contact, Ptl. Pinkins advised that Dustin had stated his own vehicle had damage but he did not wish to report it, and he did not initially explain what had happened to [VICTIM #1]’s vehicle. I then asked Dustin to explain what occurred. Dustin stated that [VICTIM #1] arrived at the residence uninvited, which led him to question her presence.
He stated that a verbal altercation began regarding why she was there, during which he admitted to calling her a “who*e.” Dustin stated that after he called her that, [VICTIM #1] began throwing punches at him. Dustin stated he grabbed [VICTIM #1]’s arms in an attempt to restrain her, during which he claimed she head-butted him in the nose. Dustin denied striking [VICTIM #1] and stated he only restrained her to prevent further assault. Dustin also stated that [VICTIM #1] grabbed his shirt during the altercation, which he suggested may have caused any marks to his neck.
I examined Dustin’s neck and chest area and did not observe any visible injuries consistent with his statement. Based on the totality of the circumstances and the physical evidence observed on [VICTIM #1], Dustin was placed in handcuffs. A search incident to arrest was conducted, which yielded negative results for contraband. Dustin was then placed in Ptl. Farley’s patrol vehicle before being transferred to my patrol vehicle.
I notified Sgt. Sherman of the incident, who then contacted the on-call investigator, Cpl. Baisden, to respond to the scene. Cpl. Baisden arrived and, after assessing the situation, determined that both parties should be transported to the Law Enforcement Center (LEC), located at 201 W. Oglethorpe Blvd., for further interviews.
I transported Dustin Yancey to the LEC, where both he and [VICTIM #1] were interviewed by Cpl. Baisden. While at the LEC Dustin advised his noise began to hurt and when he blew it blood was left on the tissue. I asked Dustin if he wanted EMS to come check him out to which he stated yes. EMS Med 1 then responded to the LEC to which they check and Cleared Dustin.
Following the investigation, Cpl. Baisden advised that she would pursue charges against Dustin Yancey for Criminal Damage to Property and Aggravated Assault.
I then transported Dustin Yancey to the Dougherty County Jail, located at 1308 Evelyn Ave. Upon arrival, my department-issued firearm was secured in the trunk of my patrol vehicle prior to entering the facility. Dustin was escorted into the jail intake area and turned over to jail staff without further incident.
An NCIC/GCIC check was conducted on all parties involved which yielded negative results for being wanted.
This case is cleared by arrest.
