On April 26, 2026, I was on routine patrol when I responded to 104 Philema Rd (County Line Foods) in reference to a disorderly conduct.
Upon arrival, I made contact with the store owner, [VICTIM #1]. [VICTIM #1] stated that a white male wearing a gray shirt entered the store and asked for cigarettes. She advised that when she told the subject “no,” he became irate and pushed over a bubble gum machine located near the entrance. [VICTIM #1] further stated that the male then exited the store and began throwing a trash can and cigarette butt receptacles into the parking lot. She said she exited the store and instructed the subject to leave the premises, advising him that she was contacting law enforcement.
I asked [VICTIM #1] if she wished to have the subject criminally trespassed from the property, to which she agreed. [VICTIM #1] also stated that the incident was captured on the store’s surveillance system. I reviewed the surveillance footage and observed the male subject enter the store and speak with [VICTIM #1]. Shortly afterwards, I observed the subject use his walker to knock over the bubble gum machine. The subject then exited the store and used the walker to knock over a trash can and cigarette receptacles outside.
I then made contact with the male subject, who was later identified as Earl Cain. I asked Cain what had occurred inside the store, but he refused to respond. I also asked for his name, and he refused to provide any identifying information. I was then contacted by Ptl. C. Barrett, who was familiar with the subject and provided his identity. I conducted an RMS check and confirmed Cain’s identity using his profile photo.
A wanted check through GCIC/NCIC revealed that Cain had an active warrant for Failure to Appear out of Lawrenceville, Ga. Due to the issuing agency’s limited pickup radius of 50 miles, they advised they would not place a hold on Cain.
Cain was placed in double-locked handcuffs to the rear, searched incident to arrest, and secured in the rear of Ptl. Baffett’s patrol vehicle. Cain was transported to the Dougherty County Jail by Ptl. Barrett.
A criminal trespass warning was issued to Cain at the request of the property owner and documented in RMS under his name.
Earl Can was issued a Disorderly Conduct Citation (BB002622).
This case was cleared by arrest.
