I (Cpl. C. Wilson) responded in normal mode to [500 BLOCK] Baldwin Dr. in reference to stalking. I made contact with [VICTIM #1] who stated that her ex-husband Eugene Freeman has been stalking her. [VICTIM #1] reported that Eugene Freeman has found out where she lives and has been riding by her residence for the past week, [VICTIM #1] stated that Eugene Freeman has a restraining order that has been put in place against her on August 10, 2022.

In the order (Ex Parte Rule NISI) it stated that Eugene Freeman is to have no contact with [VICTIM #1] or any means of communications. It also stated that Eugene Freeman is to stay away from her residence. [VICTIM #1] stated that she and Eugene Freeman got divorced on September 19, 2022. [VICTIM #1] showed me the divorce decree which showed that the Rule NISI restraining order on August 10, 2022 is continued indefinitely.

[VICTIM #1] stated that she believes she saw Eugene Freeman riding by her residence after that but she was not completely sure. [VICTIM #1] stated that on October 13, 2022 between 1730 hours and 1800 hours she was sitting on the porch, when she saw a blue SUV matching that of Eugene Freeman’s vehicle. [VICTIM #1] stated that she took a picture. [VICTIM #1] stated that she observed on Friday, October 14, 2022 around the same time the same vehicle passing by as she was on the side of her residence. [VICTIM #1] stated the same vehicle rode by on Monday, October 17, 2022.

[VICTIM #1] reported that on today, October 18, 2022 at 1803 hours she decided that because the vehicle has been riding by around the same time every day she was going to sit in her driveway to get a closer view. [VICTIM #1] sat in her vehicle along with her friend [WITNESS #1]. [VICTIM #1] stated that she observed the vehicle coming down the road and she began recording. [VICTIM #1] reported that she observed Eugene Freeman driving the vehicle.

As she was recording the vehicle, [WITNESS #1] called out the tag number and wrote it down. The tag number that was being called out and given out by [WITNESS #1] was GA Tag: [REDACTED]. I ran a GCIC check on the tag number and it came back to a blue 2017 Lincoln MKZ registered to a Eugene Freeman. [VICTIM #1] provided a written statement on the incident.

I made contact with [WITNESS #1] who stated that she was in the vehicle at the time that [VICTIM #1] recorded Eugene Freeman’s vehicle riding by her residence. [WITNESS #1] stated that she had just gotten off work and that she went over to [VICTIM #1]’s residence where she got into the vehicle with her. [WITNESS #1] stated that she also saw Eugene Freeman driving the vehicle on today. [WITNESS #1] reported that she has saw him before driving by [VICTIM #1]’s residence. [WITNESS #1] provided a written statement on the incident.

[VICTIM #1] provided me with pictures and videos of Eugene Freeman’s riding by the residence as well as a picture of the restraining order and divorce decree. The pictures and videos will be logged and dropped into evidence locker 02. A warrant will be obtained on Eugene Freeman for Aggravated Stalking (Warrant #22-014890-01APD).
