On August 1, 2025, I, Ptl. T. Davis, responded in normal patrol mode to [1400 BLOCK] W. Highland Avenue in reference to a family violence incident. Upon arrival, I made contact with a Black female, identified as [VICTIM #1], who reported that her husband, Gartavious Paul, had assaulted her and stolen her purple iPhone 16.
Ms. [VICTIM #1] stated that Mr. Paul returned home around 1430 hours after attending a job interview. She noted that he appeared to be upset and intoxicated. According to Ms. [VICTIM #1], the argument began when Mr. Paul claimed to have lost his car keys, and she began questioning him about how the keys were lost. Mr. Paul’s agitation escalated, and he requested to use her phone. She allowed him to do so, and he used it to call his mother. During the phone call, he reportedly became increasingly irate. When Ms. [VICTIM #1] asked for her phone back, he refused to return it.
Ms. [VICTIM #1] stated that when she attempted to retrieve the phone, Mr. Paul became violent. He allegedly grabbed her by the neck with one hand and slammed her onto the bed. She yelled to her child, [REDACTED BY AGENCY], to call the police. At that point, Mr. Paul began choking her with both hands for approximately 30 seconds while saying, “You gone call who?” Ms. [VICTIM #1] stated she could barely breathe and urinated on herself during the assault. Mr. Paul eventually released her and began physically tussling with her before attempting to leave the residence.
According to Ms. [VICTIM #1], Mr. Paul reentered the home briefly, claiming he was searching for something. She told him that the only items he had at the residence were a pair of slides and a vape. He then left the scene on foot. Ms. [VICTIM #1] stated she followed him outside in an effort to recover her cell phone but was unsuccessful. She did not have access to another phone and had to wait for her oldest son to return home before calling 911.
I observed multiple fresh scratches on Ms. [VICTIM #1]’s neck, which were photographed and will be submitted into evidence via Albany Property Management. Ms. [VICTIM #1] was unable to provide the serial number for her stolen phone at the time of the report.
The incident was witnessed by Ms. [VICTIM #1]’s children: [REDACTED BY AGENCY]. I briefly interviewed the children, and their statements were consistent with the account provided by Ms. [VICTIM #1]. A written statement was provided by Ms. [VICTIM #1].
I conducted a canvass of the surrounding area in an attempt to locate Mr. Paul, but contact was unsuccessful. Lt. Gadt was notified of this incident.
This case remains active and has been forwarded to the Investigations Division.
