[NARRATIVE #1 on September 01, 2025]

I responded in emergency mode (lights and sirens) to [80 BLOCK] Morningside Drive in reference to a reported shooting.

Upon arrival, while attempting to gather initial suspect information, I was advised by Investigator Woodall to secure the scene. I established a crime scene perimeter with tape from [70 BLOCK] Morningside Drive to [80 BLOCK] Morningside Drive. While securing the area, I heard a unit over the radio advise they had a subject running. I observed Corporal Hunt enter the alleyway with his department-issued rifle drawn and pointed into the alley. Despite a brief search, the fleeing subject was not located at that time.

I then returned to the primary scene and made contact with a witness, [WITNESS #1]. [WITNESS #1] advised she witnessed [REDACTED BY AGENCY] being shot. She stated that [REDACTED BY AGENCY] arrived at [80 BLOCK] Morningside Drive with two other unidentified males. All three were standing near a white Ram 1500 bearing Georgia tag [REDACTED BY AGENCY], engaging in conversation.

[WITNESS #1] further stated that the group walked away from the vehicle toward the middle of the yard when one of the males produced a black handgun and shot [REDACTED BY AGENCY]. Both males then fled westbound on foot. She described the suspects as wearing all black, with one of them wearing a light blue hat. [WITNESS #1] identified the shooter by the street name “Zay” and mentioned that the two suspects are brothers.

I then spoke with [WITNESS #2], who reported he did not witness the shooting. He stated that he only heard a gunshot and shortly after, [REDACTED BY AGENCY] approached him and said he had been shot.

[WITNESS #3] also provided a statement. He reported that he was standing near the vehicle at the time of the incident and observed [REDACTED BY AGENCY], Zay, and Zay’s brother talking before walking toward the yard. [WITNESS #3] stated he could not hear their conversation. He then observed one of the males brandish a black handgun with a laser and flashlight attachment and shoot [REDACTED BY AGENCY] in the chest. [WITNESS #3] confirmed both suspects ran westbound wearing all black.

[WITNESS #4] stated he was grilling at the time and heard a gunshot come from behind him but did not witness the incident.

[WITNESS #5] reported that he was inside the bathroom when he heard the gunshot and was unaware of what occurred.

[WITNESS #6] stated he was sitting in a lawn chair outside when he observed “Zay” point a .45 caliber Hi-Point handgun at [REDACTED BY AGENCY] and shoot him. He also observed both suspects flee westbound immediately after the shooting.

A canvass of the scene was conducted for shell casings, yielding negative results. However, I did locate a light blue baseball cap in the yard. Photographs were taken, and the hat was submitted to the property management locker (#06) for evidence.

Later, I responded to 201 W. Oglethorpe Blvd, where another officer had a suspect in custody related to this incident. Upon arrival, I made contact with Investigator Woodall, who advised that Elijah Holsey would be charged in connection with the shooting and was to be transported to Terrell RYDC. Holsey was secured in belly chains, placed in the rear of my patrol vehicle, and transported to Terrell RYDC without incident. He was turned over to facility staff upon arrival.

[NARRATIVE #2 on September 04, 2025]

I, Ptl. Reeder, responded in normal mode to [600 BLOCK] Moultrie Rd Apt [REDACTED] in reference to an attempt to locate.

Upon arrival I made contact with [VICTIM #1] who advised her son, Isaiah Holsey, stole her 2019 silver in color Honda HR- V displaying GA Temp Tag: [REDACTED]. [VICTIM #1] stated she last saw the vehicle at approximately 0100 hours. [VICTIM #1] stated she discovered it missing at approximately 0408 hours. [VICTIM #1] stated her boyfriend left at approximately 0100 hours.

[VICTIM #1] stated when her boyfriend was leaving, Isaiah asked if he could get some noodles out of the car. [VICTIM #1] stated she gave Isaiah her car keys to get the noodles since the car was locked. [VICTIM #1] stated Isaiah got the noodles and came back in. [VICTIM #1] stated Isaiah only gave her back one of her keys to her vehicle and she has 2. [VICTIM #1] stated Isaiah came in and stated he saw the Police on Morningside Dr so he was going to leave. [VICTIM #1] stated she went back to sleep.

[VICTIM #1] stated at approximately 0400 hours she received a phone call from a female’s grandmother that Isaiah was possibly at her residence. [VICTIM #1] stated the female goes by [REDACTED BY AGENCY]. [VICTIM #1] stated Isaiah is messing around with [REDACTED BY AGENCY] who is a minor. [VICTIM #1] stated that’s when she noticed her vehicle was gone. [VICTIM #1] stated she didn’t give Isaiah permission to take her car.

Other units responded to Beachview area in reference to locating the vehicle. [REDACTED BY AGENCY] grandmother resides in the Beachview area. The units didn’t locate the vehicle. Sgt. Jones then advised Isaiah should possibly be coming back to his residence. While sitting at Mitchell Ave and Radium Springs Rd, I observed the vehicle going east down Moultrie Rd. The vehicle then slowed down in front of [600 BLOCK] Moultrie Rd and then continued on down Moultrie Rd, still travelling east bound.

We then began canvassing the area for the vehicle. Sgt. Jones then stated he observed the vehicle at the residence. Sgt. Tuten then advised Isaiah was running towards Morningside Dr. I then responded to the area in reference to locating Isaiah. I then returned back to the back of the complex. Cpl. Newberry then advised Isaiah was in custody in front of [80 BLOCK] Morningside Dr. I then responded to the area. The vehicle was left in front of [VICTIM #1]’s apartment.

I then returned back to [600 BLOCK] Moultrie Rd in reference to making contact with [VICTIM #1]. I advised [VICTIM #1] she would need to go the Law Enforcement Center in reference to this case. I then transported [VICTIM #1] to the Law Enforcement Center. See officer’s supplements in reference to this case. A supplement will be completed in reference to the vehicle being entered in as recovered. Sgt. Tuten was notified of this incident.

This case remains active and has been forwarded to investigations.
