I responded in normal patrol mode to [300 BLOCK] S. Mock Rd in reference to a Family Violence.
Upon arrival I made contact with Breaijah Alexander. Alexander stated that she was driving her vehicle (Black 2007 Lexus ES300 displaying Ga Tag [REDACTED]) on the south side of the apartment complex. Alexander stated that as she was driving another vehicle (Maroon 2013 Lexus RX displaying Ga Tag [REDACTED]) driven by Jamel Lloyd had pulled in front of her.
Alexander stated that she went around the vehicle and Jamel had got upset. Alexander stated that she then drove around to the west side of the building. Alexander stated that Jamel pulled around also and got out of his vehicle and was walking towards her.
Alexander stated that as Jamel was walking towards her vehicle she grabbed a bottle of water and threw it on Jamel. Alexander stated that in turn Jamel threw water back on her. Alexander stated that as she was walking off, Jamel grabbed her by the hair and dragged her on the ground. Alexander made the statement that “He dog walked me”. Alexander stated that she then ran to her vehicle to grab her knife to protect herself but Jamel had drove off.
I tried several times to make contact with Jamel by phone. I went to his apartment (Apt. [REDACTED]) but was met with negative results. I went to the office to retrieve a good number for Jamel so that he could return to the scene and speak to me. I finally was able to get Jamel and told him to meet me at the office.
I asked Jamel what happened. Jamel stated that he always back up his vehicle. Jamel stated that Alexander pulled around and saw him and almost hit his vehicle. Jamel stated that he followed Alexander to the back of the apartment complex. To ask Alexander what was her problem. Jamel stated that Alexander began to curse him out and was putting up her middle finger as a fu*k you type thing.
Jamel stated that he became upset and walked towards Alexander and she threw water on him. Jamel stated that he then retaliated and threw water back on Alexander. Jamel stated that as Alexander was walking off she was still talking trash to him and stated that she was going to get her knife. Jamel stated that he did grab Alexander by the hair to avoid her from getting the knife and possibly stabbing him.
I placed Jamel into double locked handcuffs to the rear. I walked Jamel over to Sgt. Laethem’s patrol vehicle and conducted a search incident to arrest. I was met with negative results in reference to the search. Jamel stated that I could give his vehicle and house keys to [REDACTED] his roommate. I placed Jamel into the patrol vehicle.
I then went and placed Alexander into double locked handcuffs to the rear. I walked Alexander over to my patrol vehicle 19-160. Ptl. Estrada came and conducted a search incident to arrest. Alexander instructed us to give her car keys to her grandfather [REDACTED] who also happened to be the owner of the vehicle. Ptl. Estrada placed Alexander in the back of my patrol vehicle. Jamel was taken out of Sgt. Laethems vehicle and placed into Ptl, Harrel’s patrol vehicle.
I transported Alexander to the jail and Ptl. Harrell transported Jamel to the jail. Upon arrival I placed my department issued weapon in the trunk of my patrol vehicle. I escorted Alexander inside the jail and Ptl. Paige escorted Jamel into the jail. Both parties were turned over to the jail intake staff without incident. I went back outside to check the back seat of my patrol vehicle and I was met with negative results.
