On December 28, 2025, I, Ptl. W. Rivers, responded to [300 BLOCK] Church St. in reference to a hit-and-run accident.

Upon arrival, I made contact with a white female, identified as [VICTIM #1]. She stated her and her boyfriend, identified as Aquabeus Lovette, was at a red light at the intersection of E Broad Ave. and Broadway. She stated they were rear-ended while at the light. [VICTIM #1] stated she followed the suspect vehicle, described as a dark-colored Jeep Cherokee, to Church St. [VICTIM #1] stated she observed the vehicle parked in the driveway of [300 BLOCK] Church St. with its headlights off.

[VICTIM #1] stated she approached the vehicle as it attempted to drive away and was struck by the vehicle. [VICTIM #1] stated she attempted to make contact with the driver and was able to take a photograph of a partial license plate; however, she was unable to obtain the full tag number.

I made contact with a black male, identified as Aquabeus Lovette. He stated they was at a red light at E Broad Ave. and Broadway St. facing eastbound on E Broad Ave. He stated they were rear-ended at the light by a dark colored Jeep Cherokee. He stated the jeep did not pullover and kept going. He stated the followed the vehicle to [300 BLOCK] Church St. He stated [VICTIM #1] got out of their vehicle to make contact with the driver of the Jeep. He stated the Jeep ran over [VICTIM #1] and left the scene.

I then made contact with the resident of [300 BLOCK] Church St., identified as [WITNESS #1]. [WITNESS #1] stated she exited her residence after hearing a commotion involving a vehicle. [WITNESS #1] stated that when she walked outside, she observed an unknown-colored Jeep attempting to turn around and leave the driveway. [WITNESS #1] stated she observed [VICTIM #1] banging on the driver’s side door, attempting to make contact with the driver. [WITNESS #1] stated that as the vehicle was turning, [VICTIM #1] was struck by the vehicle. She stated that the vehicle did not intentionally hit [VICTIM #1]

I observed bruising and tire marks on the right side of [VICTIM #1] leg. [VICTIM #1] was transported by Emergency Medical Services (Med Unit 3) to Phoebe Main. I conducted a check through NCIC/GCIC on Lovette, [VICTIM #1], and the vehicle’s information. The check informed me that the vehicle had no valid insurance and suspended registration. I requested the next non-preference (Harris Towing) to come tow the vehicle. Harris Towing and responded to the scene and towed the vehicle. I issued Lovette citations for no insurance and suspended registration (Citation # G0059541, G0059542).

This case is cleared by arrest.
