On 09/12/2025 I (Ptl. Sibley) responded in normal mode 2702 Palmyra Rd in reference to a Disorderly Conduct.

Upon arrival, I made contact with Lt. Taylor who arrived on scene prior to my arrival. Lt. Taylor had (Joseph Buggs) in custody (placed in hand cuffs to the rear with them being double-locked). Joseph was placed in the rear passenger side seat of my patrol vehicle (18-203) where he was later transported to DCJ (Dougherty County Jail). Lt. Taylor advised Joseph stated he came to the incident location (2702 Palmyra Rd) in reference to obtaining his truck from the mechanic [VICTIM #1]. Joseph advised Lt. Taylor that he went up to [VICTIM #1] to talk about his vehicle being released when [VICTIM #1] advised him that it wasn’t ready. Joseph inquired further about his truck being released when he stated [VICTIM #1] put his finger in his (Joseph) face. Joseph advised Lt. Taylor that when [VICTIM #1] pointed his finger in his (Joseph) face he struck him with his fist. Joseph also stated he walked away from [VICTIM #1] and when he came back to him he started to strike [VICTIM #1] approximately 8 more times.

While on scene I made contact with [VICTIM #1] who was in the Ambulance cab being checked out. [VICTIM #1] stated he was approached by Joseph about his (Joseph) car being finished. [VICTIM #1] stated Joseph was aggressive because he ([VICTIM #1]) advised Joseph his vehicle wasn’t ready. [VICTIM #1] stated Joseph was getting close to him when he placed both of his hands up as a defense which resulted in Joseph striking him in the face. [VICTIM #1] stated he fell to the ground and Joseph walked off after advising him to get his vehicle ready. [VICTIM #1] stated he got off the ground and went to check on Joseph’s vehicle to which he also advised the other mechanics to get the vehicle ready for departure. [VICTIM #1] stated while he was getting the vehicle ready Joseph approached again and started to strike him approximately 10 more times.

[VICTIM #1] stated he didn’t fight back being that his company had a policy of no fighting so it would be immediate termination. I observed minor visible injuries to the left knee, rear of neck and dried blood around the nose area. I photographed [VICTIM #1]’s injuries and the photos where submitted into property and evidence locker 02 at the LEC (201 W Oglethorpe Blvd). [VICTIM #1] was advised by EMS that he didn’t have any concerning injuries that needed to be treated at the hospital (417 W 3rd Ave). I asked [VICTIM #1] did he point his finger in Joseph’s face to which he stated no.

I advised [VICTIM #1] being that his story and Joseph’s story line up, Joseph will be charged with the following offense of disorderly conduct (citation # BB002147).

An NCIC/GCIC check was conducted on both parties which yielded negative results for being wanted.

While on scene I advised Joseph that he wasn’t allowed to go back to the incident location being that the business staff wanting him issued a criminal trespass warning.

Joseph was then transported to the Dougherty county Jail. Upon arrival, my department issued firearm was secured in the trunk of my patrol vehicle (18-203). Joseph was then escorted into the Jail intake area where he was turned over to Jail intake staff.

Joseph was booked on Disorderly Conduct (citation # BB002147).

This case is cleared by arrest.
