On 03/22/2026, I Ptl D. Estrada responded in normal patrol mode to [1300 BLOCK] S Madison St in reference to a family violence call.

Upon arrival, I made contact with [WITNESS #1]. [WITNESS #1] stated that her sister [REDACTED] reached out to her sending a screenshot between [REDACTED] and their mother (Judy Wade Howard). [WITNESS #1] stated that the screenshot Judy had sent a picture of the injury she caused to her stepdad [VICTIM #1]. [WITNESS #1] stated that the last time she physically saw her stepdad was approximal two weeks ago, and he was okay.

[WITNESS #1] stated that she has been trying to get Judy mental help due to her behavior, comments such as Do you hear that on the roof?” [WITNESS #1] stated that her mother Judy has refused several times to get help from Aspire. Ptl Z. Rathel made contact with [VICTIM #1] and Judy. Sgt Dorminy and Sgt. Jackson were informed of this incident.

I observed the screenshot that [WITNESS #1] provided and Judy had sent a picture of the left side of [VICTIM #1]’s head bleeding and stating, “Yes I did that.” I observed [VICTIM #1]’s head injury. It was on the left side of his head with a laceration on top of his head exposing to what looked to be white tissue or bone. [VICTIM #1] had dried up blood on the left side of his head and ear.

I then advised [VICTIM #1] if he could step down the ramp with assistance due to him being blind, to which he stated yes. As I assisted [VICTIM #1] down the ramp, [VICTIM #1] stated in a low voice, “Whatever she said, she is lying,” with a low voice just enough for me to listen.

I proceeded to take pictures of [VICTIM #1]’s injury and picture that [WITNESS #1] provided that will be logged in 201 W Oglethorpe Blvd locker 2 for evidence. I then advised Ptl Rathel what [VICTIM #1] had stated to which we separated both of them and talked to them separately due to [VICTIM #1] refusing to tell us what happened in front of his wife Judy.

I made contact with Judy Howard. Judy stated that this incident happened at 03/21/2026 at approximal 4am. Judy stated that [VICTIM #1] got injured in the front yard of the neighbor’s house. Judy stated that she was sitting on the front porch when she heard [VICTIM #1] have a verbal argument with someone she did not know. Judy then stated that he was a light-skinned male, with short hair. Judy stated that he was short, he was wearing a white shirt with holes in them and work pants.

Judy then stated that she did not hear the verbal argument she only saw when the male had injured [VICTIM #1]. Judy stated that she stepped from the front porch to help her husband [VICTIM #1] and to defend him because he was blind. Judy stated that they had been married approximately 25 years. Judy then stated that the light-skinned male was riding a bike that had a Spider-Man with all the colors. Judy then stated that the bike was green and more colors. Judy stated that the light-skinned man goes by Mims, and she did not know where he was staying, but he was always around the block.

I placed Judy Howard in handcuffs double locked and searched her incident to arrest and had negative results. I then placed Judy in the rear of my patrol car and transported her to Dougherty County Jail. Upon arrival, I secured my department-issued weapon in the trunk of my patrol vehicle. I then escorted Judy inside of Dougherty County Jail where she was handed over to the Dougherty County intake officer. I checked the rear of my patrol car for any contraband left behind and had negative results.

This case is clear by arrest.
