On 01-19-2026, at approximately 2153 hrs., I responded to 1502 Radium Springs Rd. (Family Dollar) in reference to a disorderly conduct.
Upon arrival I spoke with the assistant manager, [WITNESS #1], who stated Justin Harris was in the store and would not leave. [WITNESS #1] stated Justin came into the store and grabbed a BIC lighter from the front counter and went to leave without paying for the it. [WITNESS #1] stated the cashier, [VICTIM #1], attempted to stop Justin at the front door and get the stolen merchandise back. [WITNESS #1] stated Justin pushed [VICTIM #1] causing her to fall on the floor.
[WITNESS #1] stated Justin then walked behind the front counter and got a pack of Newport cigarettes and opened it. [WITNESS #1] stated Justin then walked over to the cooler and got a bottle of Coke and began to drink it. [WITNESS #1] stated Justin also started smoking a Newport cigarette and told them to call the police. [WITNESS #1] stated the incident was recorded on the security cameras but I was unable to get a copy of the footage due to [WITNESS #1] not knowing how to download it.
[WITNESS #1] later advised the BIC lighter is valued at approximately $2.00, the pack of Newport cigarettes is valued at approximately $11.00, and the bottle of Coke is valued at approximately $2.60. [WITNESS #1] stated Justin left the bottle of Coke and the pack of Newport cigarettes on the front counter and she recovered the property. A follow up will be conducted to retrieve the camera footage.
While on scene I spoke with [VICTIM #1], who stated she was at the front counter when Justin entered the store. [VICTIM #1] stated Justin grabbed a BIC lighter from the front counter and attempted to leave without paying for it. [VICTIM #1] stated when she attempted to get the merchandise back at the front door Justin pushed her down on the floor.
[VICTIM #1] stated Justin then walked behind the front counter and got a pack of Newport cigarettes and opened the pack. [VICTIM #1] stated Justin began to smoke a cigarette while he walked over to the cooler and got a bottle of Coke. [VICTIM #1] stated Justin told them to call the police while he walked around the front of the store smoking the cigarette and drinking the Coke. While talking with [VICTIM #1] I did not observe any signs of injury on her.
While on scene I observed Justin standing by the front counter. Justin stated he was ready to go and he later stated he wanted to get out of the cold. Justin was placed in double-locked handcuffs, to the rear, and searched for weapons and contraband with negative results. While searching Justin I found a multicolored BIC lighter in his pants pocket. The lighter was later turned back over to [WITNESS #1] at the scene.
Justin was issued a misdemeanor citation (BB002390) for theft by shoplifting and a misdemeanor citation (BB002391) for disorderly conduct. Justin was later transported to the Dougherty County Jail by Ptl. Medlock and turned over to jail staff without incident.
This case is cleared by arrest.
