On October 25, 2025, I responded in normal response mode to [2500 BLOCK] Walden Ct. regarding a disorderly conduct incident.

Upon my arrival, I spoke with [WITNESS #1], who stated that she drove to Alabama on Thursday to pick up Kelvin Cobb to ensure he would make it to his doctor’s appointment. [WITNESS #1] reported that Kelvin became irate and locked himself in the bedroom of her home. She mentioned that Kelvin is on medication and had been drinking, and she just wanted him to leave her home. [WITNESS #1] also stated that Kelvin kept insisting she had his phone, though she did not possess any phone. [WITNESS #1] stated she has dated Kelvin some time ago and he does not live in the home.

While speaking to [WITNESS #1], Kelvin barged out the front door. He claimed he wanted to fix the problem. I insisted that he allow me to speak to [WITNESS #1] first, after which I would speak to him. Kelvin became very disrespectful during this exchange. I explained to him that I was giving him the benefit of the doubt, but he began to tell me that he paid for my uniform. I repeatedly had to tell Kelvin to back away and keep his hands out of my face. I warned him that if he did not stop, he would be taken into custody for disorderly conduct. Kelvin responded by cursing and yelling, and he moved uncomfortably close to me and I believed he would have assaulted me so I called for another unit.

Sgt. Paige placed Kelvin in double-locked handcuffs behind his back and checked for tightness. He was searched incident to arrest, and then transported to the DOCO jail. The vehicle was searched for weapons and contraband before and after transport. My duty weapon was secured in the trunk before entering the jail. Kelvin was released to the jail staff with a misdemeanor disorderly conduct citation (number: BB002245).

[WITNESS #2] ([WITNESS #1]’s brother), [WITNESS #3] ([WITNESS #1]’s friend), and [WITNESS #4] ([WITNESS #1]’s daughter) were all present as witnesses to the incident. All parties advised Kelvin that he could not speak to the police that way and that he needed to leave. [WITNESS #2] confronted Kelvion due to his agressive nature towards the officer. Kelvin responded with more yelling.

Sgt. Paige and Lt. Gadt responded to the scene.

A GCIC/NCIC check for warrants was conducted, which returned negative results.

This case is cleared by arrest
