I, Cpl. M. Hunt, and Ptl, D. Estrada responded in normal patrol mode to 2000 Shillings Ave in reference to a contact person.

Upon our arrival, I made contact with [WITNESS #1] (Head Security) who advised that they had an incident reported to them about inappropriate touching. [WITNESS #1] advised that the incident occurred on Sunday January 4th 2026 were a white female, [VICTIM #1], was grabbed by another student, Kevin Chimuris, inappropriately. [WITNESS #1] advised that they had already investigated the incident and did not come to a conclusion. [WITNESS #1] stated that this is the first report in reference to these two students.

I made contact with [VICTIM #1] who stated that Kevin has been harassing her since November of 2025. [VICTIM #1] stated that Kevin has tried to make advances on her by flirting with her and asking her on dates several times. [VICTIM #1] stated that she has rejected his advances several times and even told him that she is in a relationship with another female, [WITNESS #2].

[VICTIM #1] stated that in between 1900 hours and 2100 hours she exited the girls dorm on Sunday January 4th 2025. [VICTIM #1] stated that she observed Kevin walking from the cafeteria towards the girls dorm. [VICTIM #1] stated she started heading to Gazebo and Kevin began to run after her. [VICTIM #1] stated that she began to yell for him to get away and to leave her alone.

[VICTIM #1] stated that while running away Kevin caught up to her and began to pull her by her legs towards a brick wall. [VICTIM #1] stated that she believes that Kevin was trying to pin her against the wall. [VICTIM #1] stated that while Kevin was pulling her he began to grab her butt. [VICTIM #1] stated that Kevin grabbed both her butt cheeks. [VICTIM #1] stated that she was telling him to stop several times and ended up pushing him off of her.

[VICTIM #1] stated that Kevin then told her “I am going to come back to get you and Im going to come for you” [VICTIM #1] stated that her friends ([WITNESS #2], [WITNESS #3], [WITNESS #4], [WITNESS #5], [WITNESS #6] nicknamed [WITNESS #6]) started coming out. [VICTIM #1] stated that Kevin then ran back towards his building.

[VICTIM #1] stated that she had bruises on her legs from the incident. [VICTIM #1] has stated that on five occasions she has notified staff in reference to Kevin making advances on her and was told by the staff that Kevin is autistic and there is nothing they can do.

While [VICTIM #1] was explaining the incident I could observe her tearing up and frustrated that Kevin has been harassing her. Ptl. Estrada was able to observe bruises on her right and left legs near the top of her thighs going towards the back of her legs. Ptl. Estrada took pictures of the bruises and later turned them into evidence locker 02 at the Albany Police Department.

I made contact with [WITNESS #2], who advised that she was inside her room when [VICTIM #1] texted her that Kevin is following her. [WITNESS #2] stated that she then heard [VICTIM #1] screaming stating leave me alone. [WITNESS #2] stated that she looked out her window and observed Kevin grabbing [VICTIM #1] by her butt and legs pulling on her.

[WITNESS #2] stated that when they went outside, Kevin ran away. [WITNESS #2] stated that there has been an issue with Kevin following [VICTIM #1] and trying to talk to her since November. [WITNESS #2] stated that [VICTIM #1] has always rejected Kevin and she tries to stay near them to keep Kevin away. Dale stated the they have notified the staff in reference to this.

I made contact with [WITNESS #3] who stated that she was in her room warming her food up. [WITNESS #3] stated that she heard [VICTIM #1] yelling but when she looked out the window she could only see blurry dark figures. [WITNESS #3] stated that Kevin has been following [VICTIM #1] around and trying to hit on her. [WITNESS #3] stated that [VICTIM #1] has told Kevin no several times.

[WITNESS #3] stated that [VICTIM #1] told her the following day about the bruises and showed her a picture. On the picture I could observe a bruise forming were the present bruising is located at. This was also logged into evidence.

I made contact with [WITNESS #4] who advised that he did not physically observe the incident. [WITNESS #4] however stated that Kevin is a known problem in following and grabbing females on campus. [WITNESS #4] stated that [VICTIM #1] has told him several times to leave her alone but he continues to make advances on her.

I made contact with [WITNESS #5] who advised that he observed the whole incident. [WITNESS #5] stated that he observed Kevin chasing [VICTIM #1]. [WITNESS #5] stated that Kevin grabbed her several times on the “a*s” and was pulling her by her legs. [WITNESS #5] stated that he heard [VICTIM #1] calling for help and he intervened and Kevin then ran away.

I made contact with [WITNESS #6]. [WITNESS #6] stated that he did not observe the altercation but Kevin has been harassing [VICTIM #1]. [WITNESS #6] that he did hear [VICTIM #1] yelling for help but when he got there Kevin was already gone.

I made contact with Kevin. Kevin was read his Miranda Warning and he agreed to speak with me. Kevin stated that he saw [VICTIM #1] in the cafeteria and he followed her outside. Kevin stated that he accidently grabbed [VICTIM #1] by the legs. Kevin would not state how he accidently grabbed her.

When Kevin was asked if he touched [VICTIM #1]’s butt, he stated that it was an accident. When asked about if he liked [VICTIM #1] and wanted to ask her out on a date, he stated that he does not like her like that and haven’t asked her on a date. At this time Kevin would not make eye contact with me and he was staring at the ground by his shoes. Kevin could not at this time explain how it was an accident.

Once I explained to Kevin that I had several witnesses, camera footage and knew that he was lying to me Kevin began to explain what occurred. I asked if he asked [VICTIM #1] out before to wit he stated yes. I asked if Kevin followed her when she left the dorm, he stated yes. I asked if he grabbed her and tried to pull her towards him, he stated yes. I asked if he grabbed her butt and he stated he did.

Kevin attempted to explain that he was trying to get [VICTIM #1]’s attention and tell her he is sorry. Kevin would not state what he was sorry for. When Kevin was asked why he did these actions he stated that he is messed up and he had too. Kevin stated that he was diagnosed with a mental health issue when he was younger but did not know what it was.

Kevin was then placed into double locked handcuffs. I searched him incident to arrest and placed him into the rear of our patrol vehicle. I made contact with [WITNESS #1] who advised that the camera footage in the area does not work and he does not have any other cameras that would cover it.

Kevin was then transported to the Dougherty County Jail. Upon our arrival, Ptl. Estrada escorted him inside and he was released to the intake staff. A warrant for Sexual battery (26-000239-01APD) will be taken out the following day.

This case is cleared by arrest.
