Officer’s Narrative:

I, Ptl. Bailey responded in emergency mode to [200 BLOCK] N Ingleside Dr. in reference to Family Violence.
While en route to the call, Ptl. Alven Conley advised units to step it up to the location. Ptl. Conley later advised, prior to my arrival, that he had one in custody.
Upon my arrival, I made contact with Ptl. Conley, who appeared to be in a form of shock. Ptl. Conley repeatedly stated, “she threw a knife at me.” I asked Ptl. Conley to explain what happened, to which he advised that he would. Ptl. Conley had a female, later identified as Kyshia Ross, secured in the rear seat of his patrol car.
Ptl. Conley advised he responded to the scene and walked up the stairs. He stated he knocked on the front door and then walked back down the stairs so that he was not standing in the doorway. Shortly after, he observed Kyshia open the door and throw a knife at him. Ptl. Conley stated he reached for a weapon on his duty belt, retrieved his Taser, and pointed it at Kyshia. He stated he was then able to place Kyshia into double-locked handcuffs, without deploying his Taser or any other weapon. Ptl. Conley stated Kyshia repeatedly told him to shoot and kill her while in custody. He also stated he was familiar with Kyshia due to previous calls for service involving mental health incidents.
I asked Ptl. Conley if he was injured when Kyshia threw the knife, and he stated he was unsure. Ptl. Conley still appeared to be in a state of shock. I checked him for injuries and observed a cut on his right hand, along with raised skin. I asked Ptl. Conley if the injury was pre-existing, and he advised it was not and must have resulted from Kyshia throwing the knife.
I made contact with [WITNESS #1] (Kyshia’s mother) and asked about today’s events. [WITNESS #1] stated Kyshia has not been taking her medication and is diagnosed with schizophrenia, bipolar disorder, and depression. [WITNESS #1] stated Kyshia had been verbally abusive throughout the day. [WITNESS #1] also stated she contacted GA Crisis, who responded earlier but did not take action because Kyshia did not appear to be a harm to herself or others at the time. [WITNESS #1] stated Kyshia had been cursing at neighbors and expressing a desire to be killed all day.
While on scene, Kyshia was verbally aggressive, repeatedly stating “kill me” and “shoot me.” Each time she saw Ptl. Conley, she would say, “you shouldn’t have pulled out your Taser, you should have shot me.”
Ptl. Conley replayed his department-issued body camera footage for me. In the video, I observed Ptl. Conley walk up the stairs, knock on the door, and then step back down. Shortly after, Kyshia opened the door, took multiple steps toward Ptl. Conley, and threw a knife directly at him. Following this, I observed Ptl. Conley’s hand strike his camera as he reached for a weapon on his duty belt.
Ptl. Steele arrived on scene and removed Kyshia from Ptl. Conley’s vehicle to separate the suspect from the victim. Ptl. Steele transported Kyshia to the Dougherty County Jail, where she was turned over to intake staff without further incident. Kyshia was booked on the charge of Aggravated Assault Against a Peace Officer – cutting tool (warrant #25-012858-01APD).
I took photographs of the scene, the knife, and Ptl. Conley. These were placed on a CD and logged into evidence. The knife was also placed into evidence (locker #03).
Sgt. L. Jones was on scene.

This case is cleared by arrest.
