On 06/11/2026 at approximately 2247 hours, I responded to [1400 BLOCK] Whispering Pines Rd Apt. [REDACTED] (Whispering Pine Apartments), in the city limits of Albany, GA in reference to a Disorderly Conduct in Progress.
Upon arrival, I could hear yelling and screaming behind apartment number [REDACTED]. When I walked around the apartment building, I observed approximately 20-30 individuals fighting and witnessing the fight. As I deescalated the fight in the center, I observed Nor’rica Winchester actively fighting with [VICTIM #1]. As I separated both individuals, everyone dispersed from the scene.
Winchester was placed in handcuffs and double-locked to the rear. Winchester was transported to my patrol vehicle and placed in the rear of my patrol vehicle. Winchester was read her Miranda Rights and agreed to speak with me. Winchester stated she did not live in the Whispering Pines Apartments but came there to visit her friend. Winchester stated her sister was with her and agreed to fight [VICTIM #1] who lives in apartment number [REDACTED]. Winchester stated [VICTIM #1] threw a grill top at her sister and she began to fight with [VICTIM #1]. When asking Winchester who her sister was she became uncooperative and asked for me to hurry up and take her to jail.
I spoke with [VICTIM #1] on scene and she stated her and Winchesters sister agreed to have a fight. [VICTIM #1] stated the female came to the rear of her residence and told her to step out of her house. [VICTIM #1] stated when she came outside she seen multiple people at the rear of her residence. [VICTIM #1] stated more people came to the rear and told her to come outside. [VICTIM #1] stated the subjects then charged towards her and she threw a grill top at them. Ptl. Due to me observing Winchester actively hitting [VICTIM #1] and Winchester going to [VICTIM #1]s residence to fight, she was determined to be the primary aggressor. Winchester was advised she was being placed under arrest for Disorderly Conduct and cited for the incident, citation number (BB002725). Winchester was transported to the Dougherty County Jail and transferred into jail custody.
I performed an NCIC/GCIC warrant check on both parties with negative results.
This case has been cleared by arrest.
