On 03/07/2026, I was patrolling in the 800 block of W Oglethorpe Blvd, heading westbound, when I observed a black male on an electric scooter/bicycle traveling on the wrong side of the road in my lane of travel.

I activated my blue lights, turned around, and attempted to stop the male, later identified as Oharra Thomas. Thomas looked back at me and attempted to elude me by turning into a parking lot on the north side of the road. I turned into the parking lot where Thomas turned in. I followed him into the parking lot of Action Motors (901 W Oglethorpe Blvd).

Before I could get out of my car, Thomas pulled up next to my driver’s door, I told Thomas to get back so I could get out of my patrol vehicle. I told Thomas to come here because he tried to ride off Thomas turned around and I told him to stop right here and he replied “I ain’t stopping for nobody”. I told Thomas that he was riding on the wrong side of the road. Thomas turned around and started to ride off.

As Thomas was riding off I observed the end of a gun sticking out of Thomas’s right pocket. The color of the grip of the gun was brown. Thomas told me “get the fu*k on before I blow your a*s up”. I told Thomas to stop but he refused and walked inside of the building.

Thomas then got off the scooter and went inside Action Motors while I was trying to conduct my investigation impeding my investigation. While standing outside observing Thomas through the window I observed Thomas put the gun out of his right pocket and hold it in his right hand. When Thomas pulled the gun out of his pocket my heart started beating fast. I drew my duty weapon and pointed it at Thomas because I felt that Thomas was going to use the gun on me, as he was already upset and had previously stated he was going to bust me.

I called for backup and informed them that Thomas had a gun. Thomas put the gun down on a desk inside the office. Thomas then started walking out of the office. I told Thomas to get on the ground. I told Thomas to put his hand behind his back. I put one handcuff on Thomas but he started resisting. Ptl. J. Jackson and Ptl. Flowers arrived on scene and helped me put Thomas in handcuffs.

Lt. Henry, Lt. Jones, Sgt. Jones, and Sgt. Allen arrived on scene. I briefed them on what happened. I conducted a search incident to arrest for any weapons and contraband with negative results. I conducted a check through NCIC/GCIC on Thomas for any active warrants with negative results. The firaearm was determined to be an airsoft gun.

I escorted Thomas to the Dougherty County Jail. I placed my duty weapon inside the trunk of my patrol vehicle. I escorted Thomas inside the Jail. Thomas was refused by the Dougherty County Jail staff due to his having high blood pressure. I transported Thomas to Phoebe Main for medical clearance.

Phoebe Main medically cleared Thomas. I transported Thimas back to Dougherty County Jail. I placed my duty weapon in the trunk of my patrol vehicle. I escorted Thomas inside the jail and released him to the Dougherty County Jail staff. I conducted a search of the rear seat of my patrol vehicle for any weapons and contraband with negative results.

Warrants will be secured for Thomas for Bicycles -Traffic Laws Applicable, Obstruction (M), and Terroristic Threats- Felony (Warrant #26-002902-01APD, 26-002902-02APD, 26-002902-03APD). I logged the airsoft gun into evidence locker #22 at the LEC.

This case is cleared by arrest.
