[NARRATIVE #1 on January 31, 2026]
On January 31, 2026, we (Ofc. J. Brown and Officer. Farmer) responded in normal patrol mode to 404 W Oglethorpe (Burger King) in reference to a disorderly conduct.
Upon our arrival, we made contact with the manager of Burger King (later identified as [WITNESS #1]), who stated there was a black male (later identified as Randy Cody) wearing a gray in color jacket and a black in color ski mask. [WITNESS #1] stated Randy was inside of the store trying to tight a customer (later identified as [VICTIM #1]) and various customers.
[WITNESS #1] stated he asked Randy to leave the restaurant, but he continued to try to fight customers that we were passing in outside parking lot. [WITNESS #1] stated Randy was causing a disturbance and disturbing the peace. [WITNESS #1] advised that Randy traveled to the Home Run Foods (309 W Oglethorpe Blvd).
We traveled to Home Run Foods to make contact with Randy, yielding negative results. Shortly after, we traveled to the Albany Bus Station (300 W Oglethorpe Blvd) where we observed Randy seated in the most south area of the bus station. We made contact with the staff and asked them when Randy entered the bus station, and they advised that it was within the last 10 minutes. We made contact with some customers who were seated next to Randy and asked them if he had recently come to the station, and they also advised the same.
We made contact with Randy and then asked him about his whereabouts. Randy stated he was tired of people making fun of him and treating him bad. Randy also stated that he was not a bad person. We continued to question Randy about this whereabouts until he mentioned he was at Burger King and that he had an altercation with someone inside the store. Randy stated people inside the store were disrespecting him.
Shortly after, we attempted to place Randy in double-locked handcuffs at the rear back, but he actively resisted by puling his left hand away from Ofc. Farmer’s restraint when he previously asked him to keep his hand together to place the handcuffs on his wrist. Randy was placed on the ground and given verbal commands to stop resisting, which he continued. Randy continued to resist by not allowing us to put his hands behind his back.
Shortly after, we were able place him and double-locked handcuffs at the rear of his back. Randy further interfered in our investigation by making it difficult for us to escort him to the rear passenger seat of our marked patrol vehicle (25139).
Upon the arrival of our vehicle, Randy was searched incident to arrest for weapons/contraband, yielding negative results. Randy stated something on the lines of “You guys are messing with me and bothering me so you can go ahead and finish it all up”, when we asked him to stand up and sit inside the vehicle. This implies that Randy was going to make us have to lift him up to place him inside the vehicle. Randy was secured with the seat belt, pending transportation to Burger King.
We traveled back to Burger King to make contact with more potential victims. I made contact with a black male [VICTIM #1], who stated he was sitting down when Randy entered the store and started bothering people. [VICTIM #1] stated that he observed Randy tell people that he would fight them and that he would knock them out. [VICTIM #1] stated that Randy got into it with him telling him that he would “Slap the sh*t out of him and kill”.
[VICTIM #1] stated Randy was wearing a gray in color jacket, dark in color jeans, with a facemask and had to cut over his eye. [VICTIM #1] stated he appeared as if he was fighting with someone. While at the Albany Bus Station, Randy pointed out a scar above his right eye.
Randy was transported to the Dougherty County Jail (1302 Evelyn Ave) and turned over to their staff for further processing. During transportation, Randy uttered that he wasn’t a bad person. Our firearms were stowed inside the trunk of our vehicle before escorting Randy inside the jail. Post transportation, a search for weapons/contraband, was conducted of the rear of our vehicle, yielding negative results.
Randy received the following citations:
-Interfering with city officers prohibited (citation #13B002412)
-Disorderly conduct (citation #BB002411)
[WITNESS #1] stated he wanted to place a criminal trespass warning against Randy. NCIC/GCIC search for warrants was conducted on all parties involved, yielding negative results.
This case cleared my arrest.

[NARRATIVE #2 on January 31, 2026]
On January 31, 2026, we (Ofc. K. Farmer and Ofc. J. Brown) responded in normal patrol mode to 300 W Oglethorpe Blvd (Albany Bus Station) in reference to a Contact Person.
Upon arrival, I made contact with a black female (later identified as [VICTIM #2]), who stated a black male (later identified as Randy Cody) walked up to the front bus door at approximately 0740 hours and started to yell at her. [VICTIM #2] stated Randy told her that she was in her feelings and began to argue with her. [VICTIM #2] stated Randy gave her the middle finger, indicating, “Fu*k you”. [VICTIM #2] stated Randy told her “it’s on sight every time I see you”.
I observed the video/audio recording of Randy walking up to the front door of the bus and saying the following: “fu*k you” and “I’m going to fu*k you up”. I did not hear anything regarding a threat to kill her.
The following citation was issued to Randy Cody (Disorderly Conduct #BB002413)
NCIC/GCIC checks were conducted for warrants on both parties involved, yielding negative results.
This case is cleared by arrest.
