I, Ptl. Bailey was working part-time at 2608 N Slappey Blvd. (Fun Park) when I was made aware of Public Indecency.

While working part-time, I was approached by a manager named [WITNESS #1], who asked if I was made aware of an incident that took place at Fun Park. I advised [WITNESS #1], I was not, to which [WITNESS #1] stated she was unsure if Police were contacted prior and stated that she was notified by employees that a male was inside of Fun Park seen masturb*ting around children and that other employees (juveniles) saw the male subject also. [WITNESS #1] stated this made her very uncomfortable but wasn’t sure if the Police were already aware.

[WITNESS #1] stated she was told that the male subject was posted on the Albany Police Department’s website as a suspect in another case (later found to be 26-001356). I began checking into our CAD system and saw that no call for service was recorded in reference to this incident.

While doing so [WITNESS #1] began checking the cameras and advised she could see the male subject on the property. [WITNESS #1] stated she couldn’t see if the male was nude but advised she was going to continue to look into the surveillance some more. [WITNESS #1] stated due to the incident she wanted to report the incident to Police and wanted Police to make contact with the juvenile employees just to make sure if it was an allegation or if truly a male subject was on the property nude and conducting illicit acts.

While waiting for [WITNESS #1] to make contact, [WITNESS #1] advised that someone commented on the Albany Police Department’s website stating the male was in custody. After checking the comment, I realized that Lt. Gadt advised that the male was in custody. I made contact with Lt. Gadt and he provided me with the name of the subject as Stevie Richardson.

[WITNESS #1] made contact with [REDACTED BY AGENCY] by phone and advised her that I wanted to speak with her in reference to the case. [REDACTED BY AGENCY] stated she observed the male (Stevie) “jacking off” in the arcade area. [REDACTED BY AGENCY] stated she didn’t want to be involved in this incident but stated she witnessed Stevie committing the illicit act while inside of Fun Park.

[WITNESS #1] contacted [REDACTED BY AGENCY] (employee of Fun Park), and advised him that I wanted to speak with him about the incident. I advised [REDACTED BY AGENCY] due to his age, I would need to talk to one of his parents [REDACTED] to see if she would give me permission. Upon making contact with [REDACTED], she advised she gave me full permission to speak with [REDACTED BY AGENCY] because what she was informed happened (to which [REDACTED] described as an illicit act) was very disturbing to her and shouldn’t have happened while [REDACTED BY AGENCY] was at work.

[REDACTED BY AGENCY] stated he believed around 1:30pm or so, he and some other employees were notified that a male was masturb*ting around a child. [REDACTED BY AGENCY] stated upon making contact with the male (Stevie) he saw the male nude. [REDACTED BY AGENCY] stated he also saw what he believed was an alcoholic beverage but was unsure on the kind but he was pretty sure it was alcohol.

[REDACTED BY AGENCY] stated he and the other employees asked Stevie to leave. [REDACTED BY AGENCY] stated Stevie was around the arcade area, specifically around the game system called “Jurassic Park”. [REDACTED BY AGENCY] stated Stevie left for about 10 minutes and came back into Fun Park. [REDACTED BY AGENCY] stated the manager on duty [WITNESS #2] made Stevie leave again but he came back jumping the gate onto Fun Parks property. [REDACTED BY AGENCY] stated Stevie came back at least twice if not more than that onto the property.

[WITNESS #1] contacted [REDACTED BY AGENCY] (employee of Fun Park), and advised him that I wanted to speak with him about the incident. I advised [REDACTED BY AGENCY] due to his age, I would need to talk to one of his parents [REDACTED] to see if she would give me permission. Upon making contact with [REDACTED], she advised she gave me full permission to speak with [REDACTED BY AGENCY] in reference to this incident.

[REDACTED BY AGENCY] advised a female made him contact with him, along with other employees and advised that a male was “masturb*ting” in the arcade by the “Jurassic Park”. [REDACTED BY AGENCY] stated upon going to make contact with the subject (Stevie) he observed Stevie “masturb*ting”. [REDACTED BY AGENCY] stated he was “masturb*ting his di*k”. [REDACTED BY AGENCY] stated Stevie’s pe*is was a black pe*is.

[REDACTED BY AGENCY] stated Stevie also had an alcoholic beverage with him. [REDACTED BY AGENCY] stated the alcoholic beverage may have been a Malibu, but then changed and stated “nah it wasn’t that it was something else” but stated he wasn’t fully sure on the make of it.

[REDACTED BY AGENCY] stated there were 3 employees that saw Stevie committing the illicit act. [REDACTED BY AGENCY] stated while Stevie was in the arcade area, he was also looking at the children who were there for the party that was taking place in the arcade area.

[WITNESS #1] contacted [REDACTED BY AGENCY] (employee of Fun Park), and advised him that I wanted to speak with him about the incident. I advised [REDACTED BY AGENCY] that due to his age, I would need to talk to one of his parents [REDACTED] to see if she gives me permission. I made contact with [REDACTED], who asked what was going on. [REDACTED] stated she was unaware an incident took place at Fun Park but also advised she was out of town at the time, [REDACTED] was briefed on what was said and stated “yes talk to [REDACTED BY AGENCY] about it”.

I made contact with [REDACTED BY AGENCY] who stated he was working the front cashier area for Fun Park. [REDACTED BY AGENCY] stated he was made aware that a male (Stevie) was “playing with himself” in the arcade area. [REDACTED BY AGENCY] stated upon approaching the area, “Jurassic Park” he observed Stevie “touching himself next to a kid”.

[REDACTED BY AGENCY] stated he and the other employees made Stevie leave Fun Park. [REDACTED BY AGENCY] stated after Stevie left he observed Stevie back on the property because he jumped the gate located on the property. [REDACTED BY AGENCY] stated [WITNESS #2] told Stevie to leave but Stevie later jumped the gate again in the Go-Kart area of Fun Park. [REDACTED BY AGENCY] stated Stevie came back at least 3 times after being told to leave.

[REDACTED BY AGENCY] also stated that Stevie was making a “up down movement” with his hand on his pe*is. [REDACTED BY AGENCY] stated Stevie was around a 5 or 6 year old (unknown exact age) at the time he was doing this illicit act. [REDACTED BY AGENCY] stated Stevie also had alcohol with him but wasn’t sure what it was named.

[WITNESS #1] made contact with the owner [REDACTED] by phone and made her aware of the incident. [REDACTED] stated she wanted Stevie issued a Criminal Trespass warning from Fun Park and that she will assist Police with anything they needed in reference to this case.

[WITNESS #1] began showing me (Ptl. Bailey) the video surveillance to which I observed Stevie (what [WITNESS #1] and the others described as the male subject) on the property. I observed the male on the property walking around the property for a while.

While watching the video, I observed Stevie being outside the front door area of the property. I observed a male subject approach Stevie after a while of him being outside and the male subject approached Stevie in an argumentative manner appearing to be upset as his hands were moving around a lot and going closer and closer to Stevie. It was unknown at the time why the male approached Stevie.

[WITNESS #1] later stated she wanted to check with the parties who came to see if any children did report to their adults about what Stevie was doing on the property. [WITNESS #1] made contact with a male who identified himself as [WITNESS #3] (real name is [WITNESS #3] but refers to himself as [WITNESS #3]). [WITNESS #3] was asked if anything took place while he and his family party was going on at Fun Park. [WITNESS #3] stated his nephew was there but stated we would have to speak to his mom [REDACTED] for additional information.

[WITNESS #3] stated however the male (Stevie) did grab his wife, [VICTIM #1]’s buttocks ([WITNESS #3] called it a “butt”) while in Fun Park. [WITNESS #3] stated he approached Stevie in front of the property by the doors about him (Stevie) placing his hands on his wife [VICTIM #1]. [WITNESS #3] stated he and Stevie had an argument about the incident.

[WITNESS #3] was asked if he saw Stevie having anything with him, to which he stated yes. [WITNESS #3] stated Stevie had an alcoholic beverage. I asked [WITNESS #3] what kind to which he stated it was a Colt. 45 beer can (tall). This interaction was the argument seen on video between the two subjects in front of the property.

I asked [WITNESS #3] if [VICTIM #1] was around to make contact with her about the incident. [VICTIM #1] made contact with me (Ptl. Bailey) on the phone and was asked what took place. [VICTIM #1] stated the male (Stevie) came from behind her while standing with her daughter (unknown name) and grabbed her on her buttocks (what she called her “butt”). [VICTIM #1] stated she didn’t react right away because she was scared.

[VICTIM #1] stated because the male continued walking past her and she observed he had a weapon (what she called a knife) on him. [VICTIM #1] stated she went and made contact with her husband, [WITNESS #3] and told him about what Stevie had done. [VICTIM #1] stated Stevie grabbing her buttocks took place in between the bowling alley and arcade area of Fun Park. [VICTIM #1] stated her cousin, “[WITNESS #4]” witnessed the incident also. I attempted contact with “[WITNESS #4]” by phone but was met with negative results.

All juveniles’ parents were made aware that a forensic interview would need to be conducted due to the nature of this incident involving those children as victims.

I made contact with the Dougherty County Jail and made contact with Sgt. Price in reference to this case. I advised Sgt. Price that I would be placing a 72 hour hold on Stevie due to the incident on the charges of Public Indecency and Criminal Trespass. This information was sent to Sgt. Price by email on Albany Police Department’s memorandum form. Prior to making contact with Sgt. Price, I had spoke to Lt. Gadt by phone, who advised if I was still investigating the case that a 72 hour hold could be place if needed to further investigate the case.

This case remains active.
