I responded in normal mode to [400 BLOCK] S Monroe St in reference to disorderly conduct.
Upon arrival, I made contact with a black male, Theodus Lovest. Lovest advised that he was in a verbal altercation with his landlord’s son, [VICTIM #1]. Lovest advised that [VICTIM #1] verbally attacked him because he no longer wants him living in the residence due to his failure to pay rent. Lovest advised that he went through the window to gain access to the home the night before.
While on scene, I made contact with [WITNESS #1]. [WITNESS #1] stated that Lovest came to the residence overnight on (03/19/2026) and was banging on the front door. [WITNESS #1] stated that Lovest broke a window to gain entry into the home. [WITNESS #1] stated that Lovest was involved in a verbal altercation with [REDACTED] (the landlord) over his refusal to live in the residence anymore.
During the altercation, [VICTIM #1]’s dog began to bark, which angered Lovest. [WITNESS #1] advised that at approximately 3AM (03/20/2026), she observed Lovest along with his female friend, who goes by “New York”, twisting [VICTIM #1]’s white dog back and forth while also twisting its neck like they were trying to kill it.
I observed the white dog, on its back, dead, over the fence on the south side of the house. I observed three other dead dogs that were decomposed and looked to have been there for some time. [VICTIM #1] verified that the white dog was his. [WITNESS #1] provided a photo, timestamped 08:55 AM 03/19/2026, showing the dog lying in the backyard pen. [WITNESS #1] wrote a written statement detailing what she observed Lovest and New York doing to the dog. Pictures of the dogs were taken and logged into evidence with property management.
Lovest was placed in double locked handcuffs to the rear without incident. Negative results were obtained for weapons and contraband during the search incident arrest. Lovest was secured in the rear passenger-side seat of my patrol vehicle and transported to the Dougherty County Jail. Before entering the secure portion of the facility, I placed my department-issued firearm in the trunk of my patrol vehicle. [LOVEST] was turned over to jail staff without incident. After clearing the jail, I conducted a search of the rear seat area of my patrol vehicle for weapons or contraband, with negative results, and retrieved my department-issued firearm.
An arrest warrant for Aggravated Cruelty to Animals (WNO:26-003557-01APD, DOW: 03/21/2026) was issued for Lovest.
A note for animal control and code enforcement were left via dispatch to check out the residence. Sgt. Dorminy was on scne and is aware of the incident.
This case is cleared by arrest.
