On March 24, 2025, I, Ptl. Whitus, responded in normal mode to 1683 E Oglethorpe Blvd (McDonalds), in reference to discharging firearms.

Upon arrival, I was notified via dispatch that the male and female involved in the incident, where a male was shot at, were running behind Taco Bell (1700 E Oglethorpe Blvd.). I, along with Ptl. Sibley, began canvassing the area for the subjects, resulting in positive results. While canvassing the 1700-blk of E Oglethorpe Blvd., I observed a male wearing a dark hoodie and dark pants, running on the side of O’Reilly, (1704 E Oglethorpe Blvd.). I was unable to keep sight of the male, later identified as Thomas Threatts, before he began fleeing on foot west-bound. Once I exited my vehicle, I began running in the direction I last seen Threatts running. While canvassing the area, I was informed by multiple witnesses from Taco Bell and Waffle House, 1702 (E Oglethorpe Blvd.), that Threatts had ran back to the incident location and got inside of a beige in color Chevrolet Tahoe, displaying Ga Tag# [REDACTED]. I along with other officer, approached the vehicle with our guns drawn while walking towards the vehicle. While approaching a vehicle, we observed Threatts sitting in the backseat of the vehicle.

Threatts was placed into double locked handcuffs to the rear by Ptl. A White. While Threatts was being placed into custody, I went inside and made contact with witnesses inside of McDonalds. I made contact with one of the employees, [REDACTED BY AGENCY]. [REDACTED BY AGENCY] stated while waiting for his ride, he heard a collision, as if someone had wrecked outside of the location. [REDACTED BY AGENCY] stated when he went to the window, he observed a male, later identified as [REDACTED BY AGENCY] in the parking-lot behind McDonalds standing outside of his vehicle. [REDACTED BY AGENCY] stated he then observed Threatts running towards [REDACTED BY AGENCY] while firing multiple rounds from a handgun at him. [REDACTED BY AGENCY] stated he observed [REDACTED BY AGENCY] running away from Threatts, west-bound, alongside the building. [REDACTED BY AGENCY] stated he did not observed anything else during the incident and wanted to remain anonymous.

While speaking with [REDACTED BY AGENCY] I observed a male wearing a gray jacket and blue joggers, walking in the parking-lot behind McDonalds. [REDACTED BY AGENCY] advised me that the male was [REDACTED BY AGENCY] and the vehicle in the parking-lot, displaying OH Tag# [REDACTED], belonged to [REDACTED BY AGENCY]. I then made contact with [REDACTED BY AGENCY] in the parking-lot. [REDACTED BY AGENCY] stated he was parked on the Northside of McDonalds parking-lot. [REDACTED BY AGENCY] stated he then began traveling around the drive-thru in order to pick up his grandmother’s food. [REDACTED BY AGENCY] stated while going around the drive-thru, he collided with a grey in color Hyundai Sonata, displaying Ga Tag# [REDACTED]. [REDACTED BY AGENCY] stated that he never collided with Threatt’s vehicle. [REDACTED BY AGENCY] stated when he noticed he collided with the Hyundai Sonata, he pulled in the parking-lot of Rosses to exchange information with the owner of the vehicle. [REDACTED BY AGENCY] stated when he stepped outside of the vehicle, he observed Threatts walking in his direction with a firearm in his hand. [REDACTED BY AGENCY] stated he then locked his vehicle and began running towards the woods location on the west-side of Rosses. [REDACTED BY AGENCY] stated when he got to the bushes, he called his grandmother.

After speaking with [REDACTED BY AGENCY], I then canvassing the area I observed Threatts run, for the firearm involved in the incident, resulting in positive results. I observed a black in color handgun, displaying S/N: (XD98647), on the side of Waffle House. The handgun was lodged in between the building at a gas meter. I photographed the location the weapon was found and collected it, giving it to Lt. N. Price to ensure the weapon was clear and safe. There were no projectiles inside of the firearm. The firearm did smell as if it had been fired. I was then notified by Sgt. D. Bonner that shell casings hand been found in reference to the incident. I photographed the entire incident location and each location a shell casing was found. I collected (9) 9mm Luger shell casings in the parking-lot of the incident. The shell casings, along with the photographs and firearm, was logged into property evidence locker #5.

While on scene Cpl. Kicklighter and Cpl. T. Brown, arrived on scene in reference to the incident. I informed Cpl. Kicklighter of all information gathered during the time of my arrival. I, along with Cpl. Kicklighter, canvassed the area for cameras at McDonalds, resulting in negative results for the incident location. A GCIC/NCIC check was conducted on all subjects and vehicles for any active warrants, but was met with negative results. A GCIC/NCIC check was conducted on the firearm as well, resulted for positive results. The handgun was stolen from Sylvester, Worth County.

This incident is cleared by arrest.
