Officer’s Narrative:

On 09/19/2025, I responded in emergency response mode to [2200 BLOCK] Gillionville Rd in reference to a family violence.

Upon arrival, I made contact with [VICTIM #1] (victim), who stated she got into an argument with William Perry (offender/boyfriend) over how they talk to each other. [VICTIM #1] stated during the argument Perry asked to leave and she told him he wanted to leave then he could. [VICTIM #1] stated Perry grabbed his pistol and walked outside. [VICTIM #1] stated she looked outside and Perry was still sitting in his vehicle.

[VICTIM #1] stated a few minutes later Perry came knocking on her door wanting his toothbrush and other small items. [VICTIM #1] stated she grabbed the items and took them outside to Perry. [VICTIM #1] stated once outside Perry fired shots into the air. [VICTIM #1] stated she was not sure on the exact amount of times Perry fired. [VICTIM #1] stated Perry approached her stating he would kill her.

[VICTIM #1] stated Perry then grabbed her by her throat and began choking her. [VICTIM #1] stated Perry pushed her away by her throat and began firing shots passed her. [VICTIM #1] stated those shots struck apartment [REDACTED]. [VICTIM #1] stated she ran inside her apartment and Perry fled the scene in his gray Lexus.

Apartment [REDACTED] was occupied by [VICTIM #2] (victim) and [VICTIM #3] (victim) at the time of the shooting. Ptl. Jackson made contact with them in reference to this incident.

I did observe (14) .40 caliber shell casings on and near the sidewalk outside of apartment [REDACTED]. The shell casings were collected and submitted to property management. I also observed that [VICTIM #1]’s gray Nissan Murano displaying GA tag [REDACTED] had been struck by bullets in the windshield. The scene was photographed by Ptl. T. Jackson see her supplement for further details.

Cpl. T. Perry was able to provide me with the GA tag [REDACTED] for the gray Lexus ES. I gave a lookout for the vehicle over the radio. The vehicle was tracked using the FLOCK system, which advised the vehicle pinged at E Broad Ave and College Dr traveling westbound. Ptl. Rivers and Ptl. Walker located the vehicle a short time later at W Broad Ave and N Slappey Blvd. A felony stop was conducted on the vehicle at W Broad Ave and Baldwin Dr. Perry was taken into custody without further incident.

I conducted a search of the vehicle incident to arrest. In the center console I located a black Springfield XD .40 caliber handgun (serial #MG270944) inside a black leather holster. I also located an empty magazine to Springfield XD in the center console. Sgt. L. Jones cleared the pistol and made it safe. There was (3) bullets inside the magazine that was inside the pistol. In the driver’s side of the backseat Sgt. L. Jones located a black rifle bag. The back contained (1) Ar-15 rifle (Omni Hybrid serial #NS354411) and (1) black 12 gauge shotgun (G Force Amrs serial 713H21PT1437).

Sgt. L. Jones cleared both weapons and made them safe. The Ar-15 was fully loaded with one in the chamber. The shotgun was loaded with three shotgun shells, one of which was in the chamber. In total (62) 556 caliber bullets were recovered from three different magazines that was inside the rifle bag. (17) 12 gauge shotgun shells were also recovered from the rifle bags as well. Sgt. L. Jones recovered (2) cell phones and two small prepackaged bags of marijuana and turned them over to me.

I responded back to [2200 BLOCK] Gillionville Rd and made contact with Inv. S. Price. Ptl. T. Jackson remained on scene with the vehicle and Perry.

Sgt. L. Jones was notified and responded to the scene.

This case was turned over to Inv. Price.

This case is active and forwarded to investigations.
