I, Ptl. N. Pickett, responded in normal patrol mode to 417 W. 3RD Ave (Phoebe Putney EC) in reference to a disorderly conduct.
Upon arrival, contact was made with black male, William Starks, in the emergency room in a wheelchair.
Prior to responding to the third police visit for Starks at the emergency room. I responded the first time and advised Starks that his issue for calling the 911 phone line is not a police matter and that he would have to contact the hospital Director/Board. I issued Starks a verbal warning for unlawful use of the 911 phone line, in which he understood. The second police visit Ptl. Q. Peterson responded due to Phoebe calling because Starks urinated on himself in the emergency room. The third police call, Starks called the 911 phone line 3 times before I arrived on scene in reference to the same complaint I advised to him that was not a police issue.
Starks stated he came to the hospital to be seen and during his visit the hospital gave him and sandwich that made his stomach hurt. Starks stated after receiving his discharge papers he told the doctor that he wanted to be seen again for his stomach pain. The doctor advised that he was not seeing Starks again because he was just seen and he has his discharge papers. Starks stated he wanted me to arrest the doctor for denying him treatment. I advised Starks that I could not arrest the doctor and that he needed to contact the hospital Director. Starks continued to call the 911 phone line.
Starks was told he was under arrest for Disorderly Conduct and Unlawful Use of 911. Starks was handcuffed, double locked to the front. Ptl. Q. Peterson searched Starks’s incident to arrest and placed in the back seat of my patrol vehicle (18-197). Starks was transported to the Dougherty County Jail and turned over to the jail intake officers for processing. Upon arrival at the jail, I secured my department issued duty gun in the trunk of my patrol vehicle.
I searched the backseat of my patrol vehicle prior to the beginning of my shift at 1910 hours for any weapons and/or contraband with negative results. I also searched the vehicle after transporting for any weapons and/or contraband with negative results.
Starks was issued a misdemeanor citation AA004638 – Disorderly Conduct and citation BB001629 – Unlawful Use of 911. Starks refused to sign the court copies for both citations.
I submitted Starks’ information through GCIC/NCIC for any active warrants but yielded negative results.
This case is cleared by arrest.
