[NARRATIVE #1 on November 01, 2025]

On Saturday, November 1, 2025 at approximately 10:30 I Deputy Herron 543 and Deputy Watts 303 were dispatched to wreck on I 20 EB and near Tyson. Upon arriving to the scene we were approached [REDACTED BY AGENCY] explaining that it may be a possible domestic situation.

After speaking with [REDACTED BY AGENCY] I position myself in between the victim Richardson, Cheryl and the defendant Richardson, Clarence due to them having an on going dispute. While Deputy Watts was speaking with the defendant the victim began to state that she had gotten out the car and began to walk in the opposite direction and then the defendant began to back up the car and hit her causing her to fall over. The victim eventually stated that she wanted to press charges and agreed to write a statement.

At that moment Deputy Watts placed the defendant under arrest, a search was conducted and a white container was pulled out of his pockets which contained a green leafy substance residue that had the odor of marijuana. The defendant was placed in the back of the Deputy Watts’ patrol vehicle and taken to the Douglas County Sheriff Office, [REDACTED BY AGENCY] and turned over to booking.

[NARRATIVE #2 on November 01, 2025]

On Saturday, November 1, 2025, at about 10:11 a.m., I was dispatched to a welfare concern call for service on Interstate 20, eastbound, in the area of Liberty Road, Villa Rica, Douglas County.

Upon entering the Interstate, I identified two Douglas County Fire trucks on the left shoulder of the highway, just before the Tyson Road overpass. In front of these, I located a black female [REDACTED BY AGENCY] and a black male standing near a red 2021 Nissan Rogue with Georgia tag number “[REDACTED]”.

[REDACTED BY AGENCY] advised me that the female, identified as Cheryl Richardson, had stated to them that she had been in an argument with her husband (the black male on scene), Clarence Richardson, and had struck her with the rear of the Nissan. [REDACTED BY AGENCY] also noted they believed he may be intoxicated.

While [REDACTED BY AGENCY] Cheryl for the [REDACTED BY AGENCY] I spoke with Clarence about the incident. Clarence stated his wife has [REDACTED BY AGENCY] and he had stopped to get her a cookie before entering the interstate from Liberty Road. Having already received his driver’s license, I asked if he still lived in Lithia Springs, to which he stated yes. Clarence added that they had come from Walmart and Kroger in Carrollton.

I noted that the driver’s-side rear quarter panel had its plastic fender trim torn loose and had recent deep scratches. I also noted the guardrail close to that fender still held black colored plastic shavings at the same height as the damaged fender. I also noted fresh black marks on the guardrail, which were at the same height as the Nissan’s tire, extending west approximately 10 feet. Believing this to be an accident involving a pedestrian, I notified dispatch to report the incident to the Georgia State Patrol.

Next, I spoke with Cheryl and [REDACTED BY AGENCY] and asked if they had [REDACTED BY AGENCY]. Cheryl stated she had eaten a sausage sandwich before leaving home and had purchased cookies at the Carrollton Kroger before going to her Pharmacy on Highway 61. Cheryl declared there was nothing wrong with her sugar, and he hit her on purpose after she made him stop to let her out. Clarence countered by stating, I stopped to let her out to use the restroom, but was unable or unwilling to point out where Cheryl had relieved herself (it is also noted that the guardrail is standard height, Cheryl is in her 60s, and the shoulder drop is steep just behind the guardrail to the woods of the median).

While speaking with Clarence, I noted that his eyes appeared yellowish, his posture was good, and he had no difficulty speaking or favoring one leg over the other. I detected the sweet smell of an alcoholic beverage only once while talking with him. Clarence noted he was [REDACTED BY AGENCY]. The Trooper was present and performed a field sobriety test on Clarence and reported no indicators of intoxication. The Trooper also noted the damage to the car and guardrail, and concluded they were fresh and caused by Clarence’s Nissan.

I re-interviewed Clarence today about his timeline and route from his residence in Lithia Springs. Clarence initially stated he took Hwy 166, but when questioned, he changed to Hwy 78 eastbound to Bright Star Road, then Hwy 5 to 166. I asked where he entered the I-20 eastbound, and he said Liberty Road after buying cookies (this seemed unlikely, given that he was on the left shoulder and about three tenths of a mile from the merge of the entrance ramp in medium-heavy traffic).

Cheryl reminded him that they went to her Pharmacist on Hwy 61. Cheryl then became upset with Clarence and reminded him that she had been driving when they left the Pharmacy and that she had heard a strange noise from the car. She continued by stating that Clarence had made her pull over and take over driving while arguing with her. Clarence then changed his story, saying he had entered the interstate from Hwy 61.

Cheryl then states that Clarence was scaring her, and she demanded to get out of the car. Clarence refused, and Cheryl pushed the steering wheel to the shoulder. This upset Clarence more, and he pulled to the left shoulder. Cheryl exited and began walking westbound. Clarence at first left her, but stopped and backed up at a high rate of speed, striking Cheryl and the guardrail, trapping her foot when she was knocked down. Clarence then pulled the car forward, and a passerby stopped to help a woman lying on the median.

During Cheryl’s statements, she noted that Clarence had pulled a gun on her previously, and now hit her with a car, and she was not going to let a third thing happen. Cheryl agreed to give a written statement of the incident, and Clarence was placed under arrest for aggravated assault with a motor vehicle and secured in my Patrol Vehicle. He was put in double-locked handcuffs secured behind his back.

While searching Clarence’s person incident to arrest, a small white container containing less than one ounce of green Marijuana was found in his right front pants pocket, adding a second charge for possession of Marijuana/ less than one ounce. Deputy Herron verified that this discovery came from Clarence’s pocket. Once Clarence was secured in my Patrol Vehicle, I noticed a container of store-bought cookies, open and sitting on the Nissan’s center console. Cheryl stated that those were purchased at Kroger.

Clarence was transported to the Douglas County Jail at about 11:16 p.m. and arrived at about 11:27.
