On Wednesday, November 12, 2025, at approximately 13:46 hrs, I, Deputy Houston, badge #234, was dispatched to the area of Andy Mountain Road and Veterans Memorial Highway, Villa Rica, Georgia 30180, in reference to a concern for welfare. Douglas County Dispatch advised that they had received acall regarding a black male walking eastbound on Veterans Memorial Highway wearing no clothing. The complainant told Douglas County Dispatch the male was wearing “no clothing at all.” Douglas County Dispatch informed me they were receiving multiple calls regarding the male. I was also provided with the following description of the male: a bald black male with a beard and no clothing.
Upon arriving in the area of 14200 Veterans Memorial Highway, Villa Rica, Georgia 30180 (Freedom Mission Church), I observed the male with no clothing and with his [REDACTED BY AGENCY] stumbling around the side of the roadway near the parking lot of the business. I was able to get out with the male and make contact with him. When attempting to speak with the male, he began mumbling incoherently. The male appeared to be under the influence of some form of intoxicant. I was unable to smell any sign of alcohol, but I did observe the following indicators of impairment: [REDACTED BY AGENCY] I detained the male and secured him in handcuff restraints while also double-locking them and checking for tightness.
I was able to walk the male to my patrol vehicle, where I secured him in the backseat. I read the male his Miranda Rights, and he agreed to answer any questions I had to ask him. I asked the male what his name was, and he informed me that his name was Duke Campbell. Duke would not answer any questions regarding why he was nude. I was able to verify Duke’s information through GCIC/NCIC. After verifying Duke’s information, I informed him that he was under arrest for public indecency. I transported Duke to the Douglas County Jail, [REDACTED BY AGENCY] to be turned over to jail staff. I turned Duke over to the jail staff and returned to my patrol duties. A warrant for public indecency was taken on Duke, and a copy of this report was placed in its designated area located in the patrol room of the Douglas County Sheriff’s Office.
