On April 26 2026, while on uniform patrol, I, Ofc McGuigan, Was Dispatched to [400 BLOCK] Plantation Pl regarding a domestic situation between a boyfriend and girlfriend.
Upon arrival, Ofc Kramer and I spoke with [REDACTED BY AGENCY], the caller. He said his mother, Chandra Cowell, and stepfather, Anthony Borkowski, were arguing in their bedroom. He believed he was preventing her from leaving, and refused to open the door.
His brother, [REDACTED BY AGENCY] then came to the door and said he was trying to speak with his mother, only to be told by his stepfather to leave them alone and go to bed.
Ofc Kramer and I entered the home and announced ourselves. I heard yelling from the left side of the home, and we announced ourselves again. We attempted to open the bedroom door but found it locked and announced ourselves a third time. After receiving no response, we made forcible entry, announcing ourselves for the fourth time.
When entering the room, I observed Borkowski charge at Ofc Kramer and grab him by the vest. I attempted to restrain Borkowski and issued verbal commands to get on the ground, but he refused to comply. While I was restraining him, Borkowski twisted to his left, causing me to collide with the wall, and continued to withhold his hands. I repeated commands for Borkowski to get on the ground and stop resisting.
Borkowski verbally indicated compliance but continued physically resisting. Borkowski stepped toward the kitchen, continued to resist, and pinned me to the wall again. Ofc Kramer deployed his Taser. I assisted him in taking Borkowski to the ground. We rolled him onto his stomach, double-locked handcuffs, checked for fit, and escorted him to my patrol car. He was searched incident to arrest, and nothing was found. EMS arrived, Borkowski declined medical treatment, and I saw no major injuries.
I spoke with Cowell. She said she and Borkowski had been drinking and arguing about her son’s grades. She denied anything physical. I saw no injuries on Cowell. She said she did not hear me or Ofc Kramer announce ourselves.
[REDACTED BY AGENCY] stated that his mother and stepfather argued and went to their bedroom, where they got louder. He tried to talk to them, found the door locked, and Borkowski yelled through it to go to bed and leave them alone. Unsure what was happening, he called law enforcement.
I read Borkowski his Miranda warnings, and he agreed to speak with me. He claimed that he and Cowell had been discussing the kids’ grades and that he went into the bedroom to finish the conversation before going to bed. The conversation then turned into an argument when told him he was calling law enforcement. He claimed he never heard officers announce ourselves, and when we entered the room, he believed it was one of his stepchildren coming into the room.
After reviewing body cam footage, I became aware that Cowdell had taken Ofc Kramer’s radio microphone from his shoulder and thrown it back at him after attempting to pull him away from Borkowski. She was asked to step outside, where she was placed in double-locked handcuffs, checked for fit, and placed into the rear of Ofc. Kramer’s patrol vehicle.
I was made aware that another child was inside the home. I asked if there was anyone they could call to come stay with them. He advised that there was no one they could call. The same question was asked to both Cowdell and Borkowski they also advised that no one was available to watch the children. Officers determined that this was no longer a domestic situation and would charge only for the incident with law enforcement.
Cowell and Borkowski were transported to Effingham County Jail without further incident. Borkowski was charged with two counts of felony obstruction as well as two counts of simple battery against a law enforcement officer. Cowell was charged with one count of felony obstruction and one count of simple battery on a law enforcement officer.
A DFCS report was filed and arrived on scene, and an agreement was reached with the juveniles.
