On 3/7/2026 around 1927hrs, I responded to 1228 Hwy 80, the Eden post office in regards to a male having a mental breakdown and walked away from his mother. While enroute, dispatch updated that the male is autistic, epileptic and is intellectually disabled.
Upon arrival, I spoke with the complainant, Ms. [REDACTED]. She explained that her son, Mr. Carson McGee is autistic and would not talk to her. She advised he was walking west on Hwy 80 and stated that it would be better if law enforcement could help bring him back to her.
I began searching west on Hwy 80 in my marked patrol vehicle with my cruise lights activated and located Mr. McGee walking along the side of Hwy 80 near Dogwood Way. I got out with him, identifying myself as a deputy with the Effingham County Sheriff’s Office. I explained to him that his mother was worried about him and that it was dangerous to be walking along Hwy 80. I told him I would give him a ride back to his mother.
As we were walking to my vehicle, I placed myself between Mr. McGee and the roadway as we walked in the ditch to prevent him from possibly darting into the roadway. Mr. McGee suddenly shoved me with both hands and began to run away. Fearing he might run into the roadway, I shouted at him to stop and come back, as I began after him. He stopped and proceeded to start walking back to me.
He then started to approach me with his hands balled up and began to breathe heavily. With my training, knowledge and experience, this led me to believe Mr. McGee was about to become violent and hit me. I attempted to calm him down while keeping distance, trying to reassure him that he was ok and I was just going to take him back to his mother.
As I was attempting to de-escalate the situation, Mr. McGee abruptly charged at me. As I took a step to my left, Mr. McGee lost his footing due to being the ditch and fell to the ground. I immediately placed my left shin across his lower back to maintain control and gave him commands to place his hand behind his back. Mr. McGee complied with my commands and I was able to place him in double locked handcuffs which were checked for fit. He was placed in the rear of my patrol vehicle.
I transported him back to his mother’s location. Once there I spoke with Ms. [REDACTED]. She explained that Mr. McGee was out on bond for a prior incident and was staying at E and I group home in Chatham County. She explained that she gets to see him and bring him home once a week and that she was to bring him back to the group home tonight.
When I asked her if she thought he would go with her and not cause any issues, she was unsure and wanted to speak with him. I allowed her to speak with him. Mr. McGee told Ms. [REDACTED] that he didn’t want to go with her and wanted to go to jail. Mr. McGee was then placed under arrest for county ordinance disorderly conduct.
I transported Mr. McGee to the Effingham County Jail without incident. The rear of the vehicle was checked clear prior to and after transport. Mr. McGee was charged and cited (412600835) with County Ordinance 40-6, Disorderly Conduct.
[End of Narrative]
