Beginning the above date and time I met with a Pembroke Police at the Shell gas station on Hwy 80 to pick up a wanted subject from them. Upon us meeting I ran the subject identified as Jennifer Wiggins through dispatch and confirmed she had an active warrant through ECSO for felony probation violation. When I attempted to transfer Wiggins from the rear of the Pembroke Police patrol vehicle, she went limp and I had to carry her into the rear of my patrol car.

Upon my arrival to the jail, Wiggins continued to refuse to exit the patrol unit willingly and I had to again carry her. The jail staff advised me that they required Wiggins to be checked by hospital staff due to her appearing unconscious before she could be booked.

Wiggins laughed and smiled through this incident, appearing to pretend to be asleep. I transported Wiggins to the Effingham County Hospital where again, she refused to exit the vehicle willingly. I carried Wiggins inside the hospital where she began frantically kicking her legs around while shouting at hospital staff while they attempted to wake her up with a sternum rub. Wiggins was discharged soon after medical staff confirmed she was okay and I had to carry her back to the rear of my patrol vehicle. Once in the rear of my patrol unit, Wiggins stopped pretending to be asleep and began cursing at me. I transported Wiggins back to the jail where she refused to exit the patrol vehicle once more. I grabbed Wiggins under her arms behind her and escorted her out of the vehicle.

Once Wiggins was removed from the unit, she struck me in the face with her fist and handcuffs. I dropped Wiggins to the floor and used a compliance hold on her body and head to pin her to the ground. While doing so, Wiggins grabbed Deputy Jason Stewart’s arm aggressively scratching it. I assisted Stewart in placing Wiggins in a restraint device for control. Wiggins was booked in by the on duty booking officer for the above related charges. I received a bruise above my left eyebrow and Stewart received scratch injuries on his right arm. Warrants will be applied for accordingly.
