On 09/29/2025, Humane Enforcement received an anonymous complaint about dogs being mistreated at [600 BLOCK] W. Third Street Ext. Springfield, Ga.

The complaint explained that dogs were not being taken care of and there was a lot of barking and whining coming from the area of [600 BLOCK] W. Third Street Extension. The complainant also said that they did not think the dogs were being fed properly. Due to call volume and manpower issues, I was not able to check on the dogs that date.

On 10/01/2025, I conducted a welfare check at [600 BLOCK] W. Third Street Ext. Springfield. I made contact Junice Carter Jr. who stated that he had six dogs and one of them was sick. It was not eating and was skinny. I asked how long it had been since the dog ate and he said since the beginning of September. I asked if he had taken it to the vet and he said no. He said he was just giving it table scraps.

Carter showed me the dog in question. It was tethered with a heavy chain and appeared very malnourished. The water supply for the dog was dirty and appeared to be rainwater. There was dog food in the bowl that looks like it had been there for several days. It looked as if mold was covering the top layer of the food. Carter told me she would not eat the food. I told him that I would not eat the food either if it looked like that.

The dog appeared weak and lethargic. I was very concerned about the wellbeing of the dog. Based on my observation of the dog, I could see that it’s ribs were easily visible and the dog had low fat and muscle content. I could see it’s spine was prominent. The dog was sitting down so it was difficult to see its underside.

According to the Purina Body Condition Chart, I roughly estimated this dog’s body score to be at most a 2 out of 9. I could also see that there were marks and scars on the dog’s face, along with what appeared to be an eye infection in its left eye.

I also observed another dog, a brown Pitbull Terrior type dog, that was missing fur in several places. It was tethered with a very heavy chain. It’s neck and chest had several bumps, scarring, and missing fur also. The dog’s skin condition appeared severe and the dog needed a veterinary observation for this condition. Carter said that he had not taken the dog to the vet and he had been spraying the dog with a flea medicine.

The other dogs were tethered in the same fashion. They were tethered with the same heavy type chains. They were all just out of reach from the other. I could see more dog food bowls had the same layer of mold over the tops of old food.

Based on my observations made as Carter walked me voluntarily around the property, I believed that there was enough to secure a search warrant for the residence in order to investigate the matter of animal cruelty further. I obtained a search warrant from the Magistrate Court and executed said search warrant for the property. Seven live dogs were located on the property.

The following were observed further with each dog by Humane Enforcement and the Animal Shelter Director, [REDACTED], and the Animal Shelter Veterinarian:

Fur missing around eyes, possible eye infection. Excessive coughing and weezing sounds at the scene.

All seven dogs were transported to the animal shelter. Carter later surrendered the dogs to shelter due to cost of care for each dog which was approximately $4,000. No dogs had any current vaccination paperwork or had been seen by a vet for their conditions.

Carter was not arrested at the scene due to the intake of the animals and evaluations being completed on each dog. Warrants pending for this case.
