Officer’s Narrative:

On March 28th, 2026 at approximately1857 hours, I, Officer Andrew Flaugher, was dispatched to [400 BLOCK] Senoia Road, Tyrone, Georgia 30290 in reference to a vehicle stopped on the road without emergency flashers and a women laying down in the driver seat. I responded non emergency.
I arrived on scene at approximately 1904 hours. I approached the driver side of the vehicle and noticed that there was a women in the driver seat with the seat reclined and a large purse by her side in the seat with her. I knocked on the window and announced myself as law enforcement. The driver window rolled down and I was met with Ms Jennifer Brown. I asked her if she was alright, and why she was in the middle of the road way. At this time, I noticed that her vehicle was in the drive position and the vehicle was turned off.
Ms Brown asked if I could go to the passenger side of the vehicle to talk and allowed me to open the passenger side door. I asked her again why she was in the middle of the road way, and she asked me if I knew where her kids where. I reached in the vehicle and shifted the vehicle into park. Ms Brown appeared confused on recognizing myself as law enforcement and stated that I needed to shut her door and leave because the police are coming. I assured Ms Brown that I was law enforcement and continued to ask why she was in the middle of the road.
Ms Brown responded that she had run out of gas. I asked her if she would like a tow truck to remove her vehicle or to get fuel, she responded that she did want a tow truck. Ms Brown requested that I shut her door until the tow truck arrives and she would exit the vehicle on the tow arrival. I contacted dispatch to send a tow truck to my location. Corporal Travis Hammock arrived on scene and I informed him of the situation. Corporal Hammock attempted to speak with Ms Brown but was unsuccessful. Corporal Hammock then left the scene to try and make contact with somebody at Ms Brown’s residence.
Embry’s tow truck arrived on scene, and I explained to the driver that the owner was still in the vehicle, and we need to attempt to remove her before the vehicle can be towed. I re approached the driver window to inform Ms Brown that the tow truck has arrived and that she would need to exit the vehicle.
Ms Brown refused to roll the window down, or open the door. At this time, she was still laying down in the driver seat while it was reclined and staring at the ceiling while mumbling and appeared to be in a dazed state. I communicated with Ms Brown that I was unable to understand what she was saying and she would need to roll the window down or open the door. Ms Brown refused to comply at this time.
Corporal Hammock returned to the scene, and I informed him of the updated status of the situation. Corporal Hammock approached the window and tapped on the window to get Ms Brown’s attention to get her to open the door. Ms Brown refused to comply. Corporal Hammock informed Ms Brown that if she is not able to move, open the window, or open the door, that he would be forced to break the window or force a door open to determine if she was having a medical emergency.
Corporal Hammock retrieved a lock out kit from his vehicle and was able to open the front passenger door and unlocked the vehicle. I then opened the driver door. Ms Brown began to complain that we opened her door without her permission. Corporal Hammock noticed that a loaded 9mm magazine was in the cup holder and relocated it to the passenger seat. Corporal Hammock informed Ms Brown again that it was required to open her door to determine if she was having a medical emergency as she was unable to move or open the door.
Ms Brown stated many times that she has cancer in her entire body. Ms Brown refused to exit the vehicle after being instructed to many times. She stated that she was not having a medical emergency, and demanded we shut her doors and leave the area. I informed Ms Brown that she was currently blocking the road way and we are not able to leave the location until she and her vehicle was cleared. At this time, Ms Brown requested an ambulance before she would get out of the vehicle. I then requested dispatch to send an ambulance to my location. Corporal Hammock relocated Ms Brown’s purse to the floor of the front passenger area.
Medic 3 arrived on scene and attempted to speak with Ms Brown. Ms Brown continued to refuse to exit the vehicle, refused to be checked out and refused to provide identifying information to the medics. A refusal of treatment form was filled out and left in Ms Brown’s dashboard by medics. Medic 3 left the scene.
Both myself and Corporal Hammock continued to demand that Ms Brown exit the vehicle on her own will as we did not want to pull her out of the vehicle. Ms Brown continued to refuse keeping her hands over her face while laying down in the driver seat. Corporal Hammock left the scene to a local gas station in order to purchase a small gas can and fill it with gas to put in Ms Brown’s vehicle so that she could continue home.
Ms Brown began shouting at me asking what I put over her head. I informed her that no one has touched her and that she has had her hands over her face for the majority of the time that I have been with her. She the began to complain about smelling things that were different and asked me what was I doing to her. Ms Brown sat up in the driver seat and asked me step back so she could spit something out. She proceeded to ask me what I put in her mouth. І informed her that I did not put anything in her mouth and that no one else has been around her or touched her in anyway.
Corporal Hammock arrived back on scene and promptly added fuel to Ms Brown’s vehicle. I asked Ms Brown to start her vehicle to see if it would start and to determine if there was another issue with her vehicle. Ms Brown then refused to attempt to start her vehicle and stated that she would start it when she wanted to on her own time. I explained again that her vehicle was blocking the roadway and she would need to start her vehicle and go home if she was able to.
I then adjusted Ms Browns seat to sit her up utilizing the buttons on the driver seat. Ms Brown then noticed that her purse was not next to her and picked it up and put it in her lap. Ms Brown the exited the vehicle and attempted to walk around. I put my arms up to prevent her from walking into the roadway. Ms Brown complained that she needed to go to the back of the vehicle in order to get some air. Myself and corporal Hammock refused to let her walk around the vehicle due to the traffic that was driving near us on the road.
Ms Brown sat in the door frame of the vehicle refusing to enter the vehicle fully, and stating that she would start her car only after law enforcement left the area. I informed Ms Brown that we could not leave the area until her vehicle was cleared and would not allow her to close the door until she could ensure that the vehicle would start. Ms Brown stood up again and attempted to walk away. I applied my open right hand to her back to prevent her from back up into traffic, and Ms Brown became angry that I was touching her.
I escorted Ms Brown back to the driver seat and instructed her to sit down and start the vehicle and go home. Corporal Hammock began to contact services that could assist with individuals who were having mental health issues. Corporal Hammock relayed the questions that were given from his phone call to Ms Brown. Ms Brown answered some of the questions and refused to answer further. Ms Brown then stated that she could hear her son [REDACTED] screaming from inside my squad car and that he needed help and for me to release him. There was no one in my patrol car at this time.
Ms Brown continued to ask me to back up so that she could shut her door. I told her again that I could not allow her to close her door until she could prove that she could start her vehicle and we could send her on her way. At this time Ms Brown started going through her purse. First she pulled out a glasses case and put it back in her purse. Then I noticed that Ms Brown was pulling out a metallic hand gun from her purse and I observed her start to rotate the pistol upwards and left towards me.
In fear that she may attempt to fire the weapon in my direction, I lunged at Ms Brown and grabbed her wrist and the firearm with both of my hands. I removed the firearm from Ms Browns hands and informed Corporal Hammock that she had just pulled a gun on me. I took the firearm to the front of the vehicle and cleared one round from the chamber. There was not a magazine in the firearm.
Corporal Hammock removed Ms Brown from the vehicle and placed her in handcuffs, searched her person incident to arrest, and placed her in the already searched rear passenger seat of my patrol vehicle, I searched Ms Brown’s purse to find one full magazine and 9mm rounds in a box.
I then conducted a search of the front area of the vehicle and found another firearm in the passenger area next to the middle console. This firearm was also cleared of one round from the chamber, there was not a magazine in the firearm. One empty magazine was found in the middle console. Corporal Hammock and myself returned to my patrol car and applied a seat belt to Ms Brown.
I drove Ms Brown to the Fayette County Jail where she was released to jail staff without incident. I then checked the rear compartment of my vehicle and did not find any contraband.
I then returned to the Tyrone Police Department to add the firearms collected to be placed into evidence. The firearm that was used by Ms Brown and the round extracted from it was placed in evidence locker 5. The other firearm collected at the scene along with the extra magazines and rounds were placed in evidence locker 6 for safe keeping.
I then returned to service.
