Glynn County (January 4, 2021) – An officer at the Brunswick Police Department received an alarming call from a manager at the nearby Rent-A-Wheel. The caller explained that a man had pulled out his penis and masturbated in front of a female front desk employee.
She stated that the suspect, Wiley Strickland, had entered the store and spoken to her about a bill before he began to fondle himself. The officer reviewed the store’s security camera footage and observed the suspect stroking his penis inside his pants before removing his fully erect penis from his pants and continuing to masturbate for several minutes.
Officers secured warrants for Strickland’s arrest. Strickland was charged with misdemeanor public indecency (first or second conviction) and was arrested on February 17. This case is currently pending in court.

[NARRATIVE #1 on January 04, 2021]
On the date and time above, I was working in the front desk at the Brunswick Police Department at 206 Mansfield Street. While working the desk I received a call in report from a Mr. [WITNESS #1]. Mr. [WITNESS #1] is the store Manager at 4733 Altama Ave, Rent a Wheel. Mr. [WITNESS #1] advised that he was approached by an employee, Ms. [VICTIM #1]. Mr. [WITNESS #1] advised that Ms. [VICTIM #1] was working at the cash register when a customer, Mr. Wiley Strickland came into the establishment to talk about a bill. While Mr. Strickland was at the desk where Ms. [VICTIM #1] was working.
While standing in front of the desk Mr. Strickland was mast*rbating and fondling himself at the register. After Ms. [VICTIM #1] noticed Mr. Strickland mast*rbating Ms. [VICTIM #1] notified her Manager Mr [WITNESS #1]. Mr. [WITNESS #1] advised that Mr. Strickland is supposed to return on Wednesday January 06, 2021 to bay his bill. Mr. [WITNESS #1] was able to recover the security footage, and sent me the footage of the incident via E-mail.
I was able to review the footage, and observed the following at 1049 hours, a black male wearing dark clothing was at the counter with his right hand in his pants, and a female behind the counter with a bright orange jacket of with black leggings. As the video continues I could see the offenders right hand moving in a forward and back words motion. After several moments I observed the offender remove an erect penis from his pants and continue to mast*rbate in front of the victim. This continued for several minutes, and the footage ends.
With this footage and sufficient evidence, I have completed and issued warrants against Mr. Strickland for Public Indecency.

[NARRATIVE #2 on February 04, 2023]
On 2/17/2023 I Ofc. De La Paz responded to a warrant process at 100 Sulphur Springs in regards to male subject turning himself in. When I arrived Wiley J Strickland was walking outside of the sheriff’s office. Cpl. Wright placed handcuffs on Strickland, checked for tightness and double locked. I searched Strickland prior to him being transferred to booking. I read Strickland his warrant #21010603 for Public Indeceny. Once paperwork was completed Strickland was turned over to intake officers.
