Child reports rape to aunt while her parents are on vacation, stepfather arrested

SAVANNAH, Ga. – The aunt of a fourteen-year-old girl called Chatham County Police on April 16 after the child confided in her that she had been raped and sexually assaulted repeatedly by her stepfather, who made her “pee in a cup” afterward. The child had reportedly told her mother about the abuse in the past and was told she probably imagined it.

The young girl took the opportunity to report the sexual abuse to her aunt while her mother and stepfather, Daymonia Ricardo Ramsay of Bloomingdale, were away on vacation in Jamaica.

Ramsay had been a stepfather to the victim and her brother for several years and is the father of the victim’s half-sister. He allegedly began to assault her when she turned thirteen and continued to do so from the Fall of 2021 through the Fall of 2022, insisting the girl urinate after he sexually abused her to ‘clean her body out’ and to ‘test’ her urine in a cup.

The child’s mother was again notified of the sexual abuse and promised to return home from vacation early. The Department of Family and Children’s Services was also notified. Ramsay was booked into the Chatham County Jail on charges of aggravated child molestation and statutory rape on April 24. He is due in court on June 21.

On 16 April 2023 at 1636 I was dispatched to [10 BLOCK] Canvasback Dr for a sex offense. I arrived on scene at 1641. Body worn camera active.

Upon arrival I made contact with the complainant, [WITNESS #1]. [WITNESS #1] is a part time resident in the home were this incident occurred and babysits the children that also reside in the home. [WITNESS #1] is the Aunt to the children living in the home. [WITNESS #1] is presently staying with the children while their parents, [REDACTED] and Daymonia Ramsey, are out of the country in Jamaica.

[WITNESS #1] reported that the victim, [REDACTED BY AGENCY] came to her on 15 April 2023 and reported that her step-father, Daymonia Ramsey, has been coming into her room at night and has been touching her in her vag*nal area, as well as the rest of her body since last year. [REDACTED BY AGENCY] reported to [WITNESS #1] that the touching roughly began when she turned 13, 2 October 2021 and lasted until fall of 2022.

[WITNESS #1] stated that [REDACTED BY AGENCY] explained that Ramsey would enter her room late at night, touching her in her genital areas as well as her upper body. [REDACTED BY AGENCY] also reported to [WITNESS #1] that Ramsey did penetrate her vag*na with his p*nis, but did not know how many times this occurred.

[REDACTED BY AGENCY] reported to [WITNESS #1] that Ramsey instructed her to urinate after each time he would touch her. [REDACTED BY AGENCY] stated that Ramsey told her to do this to clean her body out. Additionally, [REDACTED BY AGENCY] reported to [WITNESS #1] that Ramsey would make her urinate into a cup so he could check it. However, it was unclear what the reason for this was.

[WITNESS #1] informed me that [REDACTED BY AGENCY] had reported the incidents of Ramsey touching her to her mother, [REDACTED] on several occasions. [REDACTED BY AGENCY] explained to [WITNESS #1] each time she reported the incidents to her mother that she did not believe her and [REDACTED] replied to [REDACTED BY AGENCY] that she was possibly dreaming or just making it up.

After [REDACTED BY AGENCY] reported the incidents to [WITNESS #1], she called [REDACTED] to inform her what [REDACTED BY AGENCY] had told her. [REDACTED] informed [WITNESS #1] that she now believes her daughter and would make arraignments to come home from Jamaica. According to [WITNESS #1], [REDACTED] and Ramsey are scheduled to return from Jamaica on 04/24/2023.

During my investigation I learned 2 other juveniles live in the home, [REDACTED BY AGENCY] ([REDACTED BY AGENCY], biological daughter to Daymonia Ramsey) and [REDACTED BY AGENCY] ([REDACTED BY AGENCY], step-son to Daymonia Ramsey). [REDACTED BY AGENCY] is the step daughter of Ramsey. Ramsey and [REDACTED] have been married since [REDACTED BY AGENCY] was 6 years old and reported that no incidents occurred until she turned 13.

I did not conduct an interview with [REDACTED BY AGENCY] due to the special circumstances of this incident as well as her age. Georgia Department of Family Services hotline was contacted and a report was accepted. [WITNESS #1] was provided with a CRN pamphlet and advised on what to expect in the coming day with follow up interviews.
