Hinesville couple charged for dumping sick chihuahua after shelter refuses to take it

HINESVILLE, Ga – Hinesville police arrested a woman and her boyfriend after the pair reportedly abandoned a sick miniature breed dog at Liberty County Animal Control on May 1. Employees said they informed the woman that animal control could not take in the dog as an owner surrender before she left it behind.

The couple, Jasmine Caprice Sibley and Hosea Dushawn Miller admitted to officers before their arrest that they left the dog at animal control because they couldn’t afford treatment for the sick dog.

Sibley, who told officers she tried to help the chihuahua for several days before attempting to surrender it, allegedly left the dog in a small pink travel carrier outside of the entrance to animal control after employees refused to take the dog in. One employee followed Sibley and Miller to take their tag number before they left the dog behind. Someone found the dog a short time later in a small carrier blowing around in the wind near the driveway to animal control.

Animal control chose to file charges against the couple. Police located Sibley and Miller at their home and placed them under arrest for abandoning the dog. The pair was booked into the Liberty County Jail and released two days later. This case is currently pending in court.

On 05/01/2023 at 1421 hours, I was dispatched to 1731 Lee Place Rd Ne (Liberty County Animal Control) in response to an abandoned animal call. Central advised the employee of animal control, Ms [REDACTED], obtained the license plate number of the suspects as:[REDACTED] out of Georgia.

I registration check of the vehicle revealed it was registered to Ms Jasmine Sibley, and her address of [700 BLOCK] Madison St was listed. Cpl Smith (144) went towards the listed address.

I arrived on scene and made contact with Ms [REDACTED]. Ms [REDACTED] stated Ms Sibley walked into animal control and stated her dog (miniature size brown chihuahua) was very sick and she needed to surrender it. Ms [REDACTED] stated she told Ms Sibley that Liberty County Animal Control does not accept owner surrenders, and provided her with a list of resources for Ms Sibley to contact. Ms [REDACTED] stated Ms Sibley stated she was limited on money and left the building. Ms [REDACTED] stated she left behind Ms Sibley and recorded her license plate number.

Ms [REDACTED] stated about 15 minutes passed and she was met at the front door of the building by Mr [WITNESS #1]. Mr [WITNESS #1] was holding the same dog Ms Sibley had tried to surrender. Mr [WITNESS #1] stated he was driving to his residence when he noticed a pink mesh dog cage blowing around in the wind at the driveway entrance to Liberty County Animal Control.

Mr [WITNESS #1] stated he stopped his vehicle and saw there was a brown dog inside the cage, so he drove it to animal control. Ms [REDACTED] stated the dog had a viral infection and needed treatment. Ms [REDACTED] stated she contacted law enforcement. Ms [REDACTED] stated she intended to pursue charges against Ms Sibley and Mr Miller,

Ms [REDACTED] showed me pictured of the female and male passenger that attempted to surrender the dog. The woman who attempted to surrender the dog matched Ms Sibley, and was wearing a blue basketball jersey with blue socks. Ms Sibley left in a gold buick passenger car. I advised Cpl Smith of the suspects and he advised me he was out with Ms Sibley and her boyfriend Mr Hosea Miller at the residence.

I made my way to the residence and observed Ms Sibley and Mr Miller seated on top of the gold buick car. I advised Ms Sibley and Mr Miller on my observations at the Animal Control Office. I asked Ms Sibley and Mr Miller to explain what had happened. Ms Sibley stated she attempted to help the dog for several days and it’s health kept declining. Ms Sibley stated she wanted to surrender the dog to Liberty County Animal Control and was referred to places out of the city of Hinesville.

Ms Sibley stated she left the dog at Liberty County Animal Control to recieve treatment. I asked Ms Sibley if she left food and water and she replied she did not. I asked Ms Sibley what her intent of leaving the dog at animal control was, and if she planned to return and retrieve the dog. Ms Sibley and Mr Miller both stated they did not have the gas money to transport the dog to a rescue and left the dog without intent to pick it up. I asked Ms Sibley and Mr Miller who actually dropped the dog off, and they both replied “both of us”.

At this time I advised Ms Sibley and Mr Miller they were being placed under arrest for abandonment of a domesticated animal. Both acknowledged and cooperated with directives.

Both were placed under arrest (handcuffed, checked for fit, and double-locked). Both were searched and placed in the back seat of patrol cars, and buckled in. The vehicles were searched prior to and after transport with no contraband found.

Ms Sibley and Mr Miller were transported and released to the Liberty County Jail. A warrant will be obtained for both suspects.

A warrants will be obtained for Ms Sibley and Mr Miller.

The arrest and transport of the suspects followed department protocol consisting of the suspect being searched, handcuffs being applied, checked for proper fit and double locked. The suspect was placed in the backseat of my patrol vehicle and was seat belted in for transport. The vehicle was searched prior to and after transport with no contraband found.

The suspects were released to the custody of the Liberty County Jail staff without incident
