Bibb County (February 23, 2023) – The Bibb County Sheriff’s Office received a call from Howard Middle School regarding alleged child abuse. Officers met with a witness in the principal’s office, and she stated she saw the victim with her shirt flipped up to her neck and the suspect’s face near her breasts.
She said she had observed the incident while locking the library’s multi-purpose room. She immediately reported it to a school official, who then obtained statements from both her and the suspect, Cedric Goolsby, a special education teacher.
Goolsby denied all child molestation allegations but was reminded that the school utilized security cameras. Officers said the footage revealed Goolsby and the victim entering a storage room in the library.
The victim had left the scene on a school bus, but contact was made with her grandmother. When she asked the juvenile if anything had happened, she responded, “Mr. Goolsby had touched my butt three times before getting on the bus.”
An investigation was started, and Goolsby was arrested for child molestation on February 27. This is an active case.

On Thursday February 23rd 2023 at approximately 1639 hours, I (Deputy J. Stokes #2223) along with Cpl. M. Ha #2107 (FTO) was dispatched to [REDACTED BY AGENCY] in reference to a child molestation case. Upon our arrival, we were escorted to the principal’s office to make contact with the witness [REDACTED BY AGENCY] who stated that she observed Cedric Goolsby (suspect) in front of a [REDACTED BY AGENCY] student [REDACTED BY AGENCY] with her shirt flipped up near her neck. She reported to the principal [REDACTED BY AGENCY] right after she observed the incident.
[REDACTED BY AGENCY] stated that she was locking up the multi-purpose room (library) and was leaving when she observed [REDACTED BY AGENCY] with the shirt around her neck and Goolsby’s face near the breast region. She stated that she immediately reported the incident to [REDACTED BY AGENCY]. [REDACTED BY AGENCY] took statements from both [REDACTED BY AGENCY] and Goolsby. Goolsby in his statement denied all allegations of the child molestation. [REDACTED BY AGENCY] advised that they had a video footage. The footage showed that [REDACTED BY AGENCY] and Goolsby was seen on camera entering into a room in the library which they use it for storage at approximately 1551 hours.
[REDACTED BY AGENCY]. He stated that she got on the school bus and already left the scene. [REDACTED BY AGENCY] advised that Goolsby was in a conference room being monitored [REDACTED BY AGENCY]. We had [REDACTED BY AGENCY] to contact the parent about the incident. He was unable to reach a parent at the current time. Cpl. Ha had dispatch contact Crimes Against Children investigator. Investigator Munguia was notified and advised that he was en route to the school.
While waiting for Investigator Munguia to arrive, [REDACTED BY AGENCY] advised that he was able to contact the grandmother [REDACTED BY AGENCY] at [REDACTED BY AGENCY] who advised that when [REDACTED BY AGENCY] was asked if anything happened, [REDACTED BY AGENCY] told her that “Mr. Goosbly had touched my butt three times before getting on the bus.” Sgt D. Inzar was also notified about the incident and he made contact with the grandmother at [REDACTED BY AGENCY]. Investigator Munguia arrived on scene and advised that [REDACTED BY AGENCY] does not need to report back to the school and will have an interview at a later time. Case was turned over to Investigator Munguia. The school was provided the case number.
