Warning: The following report describes alleged violence against animals.

COWETA COUNTY, Ga. – In late September, a mother and her son called 911 after witnessing a man allegedly “punching, kicking, and hitting a horse with a long stick” while walking through their neighborhood along Cannon Road.

Body camera footage shows responding deputies finding Kenneth Terrell Bullard in a state of apparent distress. A deputy instructed Bullard to drop the stick he was holding. Instead, he approached the deputy, declaring he did not want to be touched. The situation escalated until the deputy pulled out a Taser, prompting Bullard to comply and ultimately tying the distressed horse to a tree as directed by the deputies. He claimed he was “preparing for the end of the world” and insisted he was “one of the riders of Christ in the Bible.” When questioned about his actions, Bullard stated that he was preparing the horse to survive what he described as an impending apocalypse, claiming he was not trying to kill it but rather to make it stronger. Bullard repeated these statements numerous times which led deputies to believe he “may not be completely mentally stable,” as described in their reports.

Deputies noted welts on the horse’s neck and blood coming from its snout. Additionally, there were signs of extreme distress as the horse attempted to escape its tether.

Bullard now faces charges of animal cruelty, and deputies have referred him for a mental health evaluation. Ongoing investigations by Coweta County Animal Control revealed that Bullard had been keeping the horse in his basement, which contained hay and a considerable amount of manure.

Family members have since taken responsibility for the horse’s care. Disturbingly, the report also indicates that Bullard has threatened to continue harming the animal if he is released from jail.

This case is pending in court.
