Martinez children found living in deplorable conditions, no running water, parents charged

Columbia County (December 8, 2022) – Police assisted the Division of Family and Children Services at a home on Lake Shore Loop after a report was made that four minor children aged 4, 5, 9, and 11 were living in a home that was unsafe and unhygienic.

When police arrived at the home of Jason Still and Jeweline Still, there was no hot water in the home, and the shower did not appear to have been used in a while. Police could not check the refrigerator due to the amount of waste barricading it. The beds did not have mattresses, and there was no safe place for the children to sleep.

Due to the hazardous conditions of the home, DFCS removed the children from the house, and they were placed into custody with their grandparents. Code enforcement condemned the home for exterior and interior structure, excessive waste, garbage, pest, and fire safety hazards.

The parents knowingly did not provide the children with a safe and healthy living environment or adequate sustenance or discipline to the point where their health and well-being of the children were jeopardized.

These acts and the conditions of the home showed neglect for the children, and both parents were arrested and charged with cruelty to children. This case is currently pending in court.

Deputies responded to a mutual aid call from DFCS at the listed address on December 8, 2022. After arriving deputies observed the living conditions in the residence to be unsafe and unhygienic. There were six family members living in the residence, Jason H. Still (father), Jeweline Still (mother), and 4 minor children ages 4, 5, 9 and 11.

There was no hot water, the shower did not look like it was used recently and the refrigerator could not be checked due to the amount of rubbish barricading it. Some of the beds did not have mattresses and due to the conditions of the whole residence there could not be any safe place for them to sleep.

Due to the conditions of the residence, DFCS removed the children from the home and placed them with their grandparents. The house has been condemned by Code Enforcement for exterior and interior structure, rubbish and garbage, pest and fire safety requirements.

After further investigation, findings showed the parents did not provide the children with a safe and healthy living condition. Mr. and Mrs. Still being the adults in the home should have known that the living standards were not acceptable and unsafe for the minor children, and willfully deprived the children of necessary sustenance and discipline to the point where a child’s health or well-being was jeopardized. These acts and conditions showed neglect for their children.

Deputies went to Magistrate Court and obtained warrants for cruelty to children 1st degree. Warrants were obtained for the parents and have been entered into GCIC. Copies of the photos and county ordinance citations have been sent to Records.
