Monroe father charged with molesting 12-year-old daughter

MONROE, Ga. – A Winder preteen questioned by her mother about unruly behavior reportedly admitted that her father had climbed into bed with her and touched her last Fall. The family immediately went to Monroe Police to report the alleged assault.

The twelve-year-old victim stayed with her father, David Allen Francescutti, 37, at the Haven Inn & Suites while visiting with him every other weekend. The girl confided in her mother that at some point during the Fall of 2022, she awoke to her father in bed with her, touching her under the covers.

While speaking with police, it was alleged that Francescutti also touched the girl’s older sister inappropriately in the past, and the girl recently told her mother. The family lived in Gwinnett County at the time. That incident was reported to the Department of Family and Children Services social workers, who told the mother to make a police report.

Monroe police detectives scheduled a forensic interview to discuss the abuse allegations before arresting Francescutti on March 29, 2023. He has been charged with sexual battery and child molestation. The suspect was later released on bond.

On March 26, 2023 I, Ofc. Caldwell #346, responded to a report of sexual assault at [100 BLOCK] Blaine Street at Monroe Police Department.

Upon my arrival I spoke to the complainant, [WITNESS #1] and her husband [REDACTED]. [WITNESS #1] stated that she used to be married to David Allen Francescutti, who does by Allen. [WITNESS #1] stated that her an Allen have a 12 year old daughter, [REDACTED BY AGENCY], who Allen sees every other weekend and on Wednesdays.

[WITNESS #1] stated that [REDACTED BY AGENCY] has been acting out lately and not acting like herself. Last date [WITNESS #1] asked [REDACTED BY AGENCY] about her behavior and [REDACTED BY AGENCY] told [WITNESS #1] that her biological dad, Allen, had touched her. [REDACTED BY AGENCY] told [WITNESS #1] that the incident happened sometime during the fall at the Haven Inn, where Allen has lived almost one year.

[REDACTED BY AGENCY] stated she woke to Allen in the bed with her and his hands under the covers in her crotch area. [REDACTED BY AGENCY] told her mom it was a one time incident. [WITNESS #1] stated this is especially concerning because [REDACTED BY AGENCY] is a hard sleeper and there is a possibility that Allen has done this before, without waking [REDACTED BY AGENCY] up.

[WITNESS #1] also stated she has an older child, [REDACTED BY AGENCY], who told [WITNESS #1] that the same thing happened to her when she lived with Allen in Gwinnett County. [WITNESS #1] stated that she had already contacted DFACS and they told her to file a police report. [REDACTED BY AGENCY] is currently with [WITNESS #1] and Allen is unaware of the allegations made against him.

I spoke to Det. Lewis, who advised to do a DFACS referral and a forensic interview would be scheduled. While on scene Det. Lewis called and stated that a forensic interview would be conducted on Tuesday at 1PM. I passed this information to [WITNESS #1] and [REDACTED]. I also provided them a case number and told them to call if they thought of anything else.
