Houston County (February 11, 2023) – Officers responded to the North Davis Drive Giant Foods in Warner Robins regarding a butcher’s jacket theft. When they approached the suspect inside Davis Liquor, he reached down and pulled out his penis. They asked him to put it away, and he stated that his “balls itched.”
The suspect, Xzavier Rachell Jackson, told them he had owned the butcher’s coat for three or four months. As they began to arrest him, he immediately resisted, pulling away, clenching his fists, and attempting to break free.
They tried to sweep his leg, but he lunged at an officer and tried to headbutt him. He was tased in the back to no effect, and the second set of prongs missed him entirely.
Jackson twisted free and ran south on South Davis Drive. He climbed into an open trailer being pulled by a vehicle, and when it came to a stop, the officers ordered him out at gunpoint.
As he began kneeling, he jumped up, ran again in the same direction, and turned left/east on Green Street. He ran past the Chevron station, turned around, and ran northwest toward the Chevron’s entrance.
Officers ordered him to the ground at taser point and placed him into custody. They removed the prongs with an extraction tool and transported him to the Warner Robins Police Department.
During his search in the WRPD booking room, a dollar bill containing a white powdery substance fell to the floor. The powder tested positive for cocaine and methamphetamine. They also found a debit card with someone else’s name on it.
Jackson was arrested for theft by taking, financial transaction card theft, possession of methamphetamine, possession of cocaine, public indecency, and two counts of obstruction of officers. This case is currently pending in court.

On 2/11/23 at 1331 hours, I, Ofc. Jump, was dispatched to the Giant Foods at 580 N. Davis Dr. in reference to the theft of a butcher’s coat.
As I arrived in the area, dispatch advised the suspect was a black male approximately 5’08” with poofy hair, wearing blue flannel shorts, and the white butcher’s coat with a blue jacket underneath. I observed a male matching this description head toward the front of Davis Liquor at 514 N. Davis Dr. I checked the parking lot to make sure he was not walking past the store. I then turned back and checked the inside of the store as I had negative contact in the parking lot. As I entered the store, I observed the male, Xzavier Jackson, standing at the counter wearing the white butcher’s coat with a blue jacket underneath, blue flannel pants, and poofy hair.
I made contact with Mr. Jackson and asked from where he obtained the butcher’s coat. He advised he had been in possession of the coat for approximately three or four months. As I was speaking with Mr. Jackson, he reached his hand under the leg of his shorts and extracted his pens in the middle of the liquor store. When I asked him to put his pens away, he stated his “balls itched.” When Ofc. Hurley arrived on scene, we attempted to place Mr. Jackson under arrest. He immediately began resisting by pulling away, clenching his fists, and attempting to break free from our grasp. I attempted to sweep Mr. Jackson’s leg and get him on the ground to effect the arrest, but was unsuccessful.
As we were trying to place Mr. Jackson in handcuffs, he turned toward Ofc. Hunley and attempted to strike Ofc. Hunley with a head butt while at the same time breaking free from my grasp. Due to the assaultive nature of Mr. Jackson’s resistance, I then deployed my Taser 7 and fired a using my Department issued Taser 7, serial number X4000ENTE. I fired a set of probes into Mr. Jackson’s back in order to attain neuromuscular incapacitation. The first probes were deployed ineffectively due to a minute probe spread. As the first cartridge was ineffective, I deployed my second cartridge which missed entirely.
Mr. Jackson then broke completely free and ran south on foot down S. Davis Dr. toward Green St. I pursued on foot and when Mr. Jackson entered an open trailer being pulled behind a vehicle. I was able to order him out of the then stationary trailer at gunpoint. Mr. Jackson began complying with my commands and exited the trailer then as I ordered him to the ground he bent his knees as if to comply and the ran south toward Green St. and turned left, east, onto Green St. He then ran past the Chevron Station at 506 N. Davis Dr. and turning around ran north and west toward the entrance of the Chevron Station. At that time, Ofc. E. Smith and Ofc. Hunley arrived on scene and ordered Mr. Jackson to the ground at Taser point.
Mr. Jackson was then effectively placed into custody and the Taser probes were removed with the extraction tool issued and collected as evidence. Mr. Jackson was then transported to the Warner Robins Police Department. While at the WRPD Booking Room, Ofc. J. Walker searched Mr. Jackson and during this search, a dollar bill which contained a white powdery substance fell to the ground. Ofc. J. Walker advised the substance field tested positive for cocaine and methamphetamine. These will be submitted as evidence in this case. Ofc. E. Ofc. E. Smith advised she spoke with the original complainant at Giant Foods, [WITNESS #1]. She advised Ms. [WITNESS #1] stated Mr. Jackson was in the store this date since 1100 hours, she advised he then went into the back of the store at 1215 hours. She advised while he was in the back he grabbed a butcher’s coat which has the Giant Foods logo behind the collar. She advised, when she requested to see this he became irate, and left the store walking toward Davis Liquors. See Ofc. E. Smith’s supplemental report for further.
Mr. Jackson was charged with theft by taking, indecent exposure, obstruction-felony, obstruction-misdemeanor, financial transaction card theft, possession of a schedule II controlled substance-cocaine, and possession of a schedule II controlled substance-methamphetamine. I will be seeking warrants for these charges.
