Police searching for man accused of sexually assaulting, killing 2 dogs in Atlanta parking deck

FULTON COUNTY, Ga. – Fulton County police are asking for the public’s help identifying a suspect accused of sexually assaulting and killing two dogs in what investigators are calling a deeply disturbing case of aggravated animal cruelty at Atlantic Station.

According to the Fulton County Police Department, the incident happened around 2:30 p.m. on July 22, 2025, at a parking deck near the corner of 16th Street NW and Fowler Street NW. Surveillance images show an unidentified man walking two mixed-breed dogs — a tan male and a dark brindle-and-white female — into the parking deck. Investigators say the man then sexually assaulted both animals and killed them before leaving the area on foot, heading west on 16th Street NW without the dogs.

Authorities said the dogs were later found inside the parking deck with their leashes tied together. Necropsies performed by the Georgia Bureau of Investigation and the University of Georgia determined both dogs died from strangulation. Police described the suspect as a Black male, approximately 5 feet 6 inches to 5 feet 9 inches tall, with short black hair, a gray or white goatee, and tattoo sleeves on both arms. At the time of the incident, he was wearing a white T-shirt, blue jeans, white tennis shoes, and carrying a black backpack.

Captain Nicole Dwyer with the Fulton County Police Department’s Animal Services Unit said investigators are especially concerned about the suspect remaining at large. “This is a very disturbed individual and a danger to the public,” Dwyer said. “We’re hoping someone recognizes him so we can get him into custody before this behavior escalates further.”
