Washington County (November 23, 2022) – A Tennille man was kidnapped and held with a gun to his head inside a jeep while his captor pursued a woman on a tractor, firing shots at her. The suspect was apparently upset that one of the females ended their friendship via text message. During their arrest, one of the suspects returned to her Jeep to retrieve shots of liquor. She was tased after ignoring officers’ orders to stay on the ground and tried approaching two deputies. The deputy who deployed his taser was unsure if the woman still had a gun.
Deputies arrested and charged Taylor Bo Dominey, 32, and Emily Annette Osborn, 26, with the kidnapping and assault.
The deputies were called to a Citgo gas station on Highway 15 South, where the tractor driver reported the kidnapping and shooting. They located two suspects in a Jeep Gladiator on Highway 68 South with a flat tire. The second victim, kidnapped at gunpoint, escaped the pair and ran into the woods before officers arrived. According to the victims, the tractor driver crashed into the Jeep during the shooting, while Dominey attempted to block the tractor’s escape, causing the Jeep’s flat tire.
The victims told deputies Dominey was the driver of the Jeep and reportedly held the male victim at gunpoint while forcing him to get into her vehicle and locate the female victim, who was Dominey’s former friend. Dominey sent threatening text messages to the female victim that day, and the victim said she was “on high alert.” While plowing her family’s fields on the tractor, the victim received notifications on her phone from her home security cameras. She sent the male victim to check on the home. At the home, the male victim told the deputies Dominey pointed a gun at him, took his phone, and fired a round into it so he could not call 911. When the man failed to return, the woman drove her tractor back towards the house to check on him and saw Dominey driving towards her in her vehicle with the windows down and holding a gun to the male victim’s head.
Both victims told police Dominey began shooting at the tractor. Two rounds hit the tractor.
The victim driving the tractor attempted to drive down the highway while Dominey continued to fire shots at her and moved her Jeep to block the victim’s escape. The victim deliberately struck Dominey’s vehicle with the tractor in order to flee. She was able to drive down the road to Citgo and contact the police.
Dominey continued down the highway with the kidnapping victim. When the flat tire caused her to stop, the male victim says she held him at gunpoint and tried to force him to change the tire. When she looked away, he ran into the woods and kept running until he was picked up by a friend and taken to the Citgo.
When deputies located both suspects inside the Jeep Gladiator, Dominey fell out of the driver’s side door, followed by Osborn. Neither woman would listen to officers, who told them to stay on the ground with their hands up. Dominey got back into the Jeep and retrieved liquor. At one point, one of the women screamed at officers, “f****** kill me.”
With both women ignoring the deputies, and Dominey approaching two of them, an officer deployed his taser. The taser struck the suspect’s back and thigh. Dominey was taken to the ground and handcuffed. Officers detained Osborn, who continued to resist and was tased in her lower back. While deputies contacted EMS to check the suspects for injuries, Dominey pulled the taser probe from her thigh and threw it at an officer.
EMS checked both suspects and found the probes were no longer attached to Dominey. Osborn complained of back pain but had no apparent injuries. Dominey said she felt no pain.
Deputies located two shell casings in the Jeep and noted several mailboxes were damaged during the chase between the tractor and the Jeep.
Dominey and Osborn were charged with kidnapping, aggravated assault, criminal trespass, obstruction, and reckless conduct. Dominey was also charged with possession of a firearm by a convicted felon, terroristic threats and acts, discharging a firearm near a roadway, discharging a firearm while under the influence, and reckless driving.
Dominey’s case was bound over to the Superior court due to the nature and severity of her charges and past aggravated assault conviction for which she pled guilty in 2015 and was sentenced to fifteen years, three of which were served in confinement and the remainder on probation. Osborn’s case was also bound over to the Superior court.
A bond hearing for Dominey is scheduled for December 22.

[NARRATIVE #1 on November 22, 2022]
On 11-22-22 at approximately 2351 hours Sgt. Davis responded to 405 Highway 15 South in reference to a call of shots fired. Upon arrival Sgt. Davis made contact with [VICTIM #1]. She advised earlier in the day she told her friend Taylor Dominey she did not want to be friends with her anymore. Ms. [VICTIM #1] advised she received several threatening text messages from Dominey, advised she was going to harm her. [VICTIM #1] advised this put her on high alert.
[VICTIM #1] advised she proceeded with her day by going to work plowing family owned fields near Copeland Rd. While plowing the fields she advised she received notifications on her phone from her camera system that it may be a person on her property. [VICTIM #1] advised she notified [VICTIM #2] who was in the field with her to go check the property. [VICTIM #2] goes to check [VICTIM #1]’s property and takes a very long time. [VICTIM #1] stated she became suspicious of how long it was taking [VICTIM #2] at her residence.
At this time she proceeds to her residence on the tractor. Before she could arrive at her residence she observed Dominey’s Jeep Gladiator. [VICTIM #1] advised she could see into the vehicle with the windows down on the vehicle. She observed Taylor Dominey to be driving with a gun to [VICTIM #2] head. [VICTIM #1] advised she attempted to elude Dominey by traveling north on Highway 68 South. [VICTIM #1] advised while she was attempting to elude Dominey on the tractor, Dominey trailed the tractor firing shots from her vehicle at the direction of the tractor. [VICTIM #1] advised the tractor was struck by bullets approximately twice.
After firing the shots at the vehicle, Dominey attempted to place her vehicle in the roadway to stop [VICTIM #1] from traveling. [VICTIM #1] then used the tractor to strike Dominey’s vehicle to avoid Dominey from stopping her from traveling. After the collision [VICTIM #1] continued to the Citgo store where she waited on law enforcement to arrive at the store. Once Sgt. Davis arrived observe damage to the John Deer Tractor consistent with being shot.
[VICTIM #1] advised Dominey kept traveling in the Jeep once arrived at the store with [VICTIM #2] still inside the vehicle. Deputies searched for [VICTIM #2] and the vehicle. While continuing to speak with [VICTIM #1], [VICTIM #2] arrived at the Citgo Store. [VICTIM #2] advised he was picked up on Zeta Street by [REDACTED] and brought back to the store. Sgt. Davis spoke with [VICTIM #2].
[VICTIM #2] advised he went back to [600 BLOCK] Burdette Rd. to check the residence. Once he arrived at the residence he was greeted by Dominey pointing a gun at his body, threatening bodily harm. [VICTIM #2] advised Dominey instructed him to get in the vehicle against his will to go find [VICTIM #1]. [VICTIM #2] advised he entered the vehicle with Dominey and observed Dominey to be in the driver seat and Emily Osborn to be in the back seat. Dominey then took his phone and shot the phone, hindering him from contacting 911.
[VICTIM #2] then advised he told Dominey, [VICTIM #1] was in the field working. At this time [VICTIM #1] was approaching in the tractor. [VICTIM #2] advised Dominey reached across his face and fired approximately two shots at the tractor [VICTIM #1] was driving. [VICTIM #2] then advised Dominey attempted to block the roadway, hindering [VICTIM #1] from traveling. At this time [VICTIM #1] struck the vehicle, causing extensive damage.
[VICTIM #2] advised they then followed the tractor to Citgo where Dominey kept traveling. [VICTIM #2] advised Dominey traveled to Copeland Rd. where she was forced to stop due to a flat tire of the vehicle. [VICTIM #2] advised the vehicle’s front, driver side tire was flat. Dominey attempted to force [VICTIM #2] to change the tire, when she heard sirens and was spooked. [VICTIM #2] advised she attempted to force him back into the vehicle.
At this time [VICTIM #2] advised he was able to run away when Dominey turned her head. [VICTIM #2] ran through woods until [REDACTED] located him running near the roadway. Lt. Perdue recovered the cell phone from the yard. Deputies searched the area for Taylor Dominey and Emily Osborn. Sgt. Davis located the vehicle on Highway 68 South, just south of Piney Mount Rd. Sgt. Davis observed the vehicle to still be occupied by at least two people. Sgt. Davis turned on emergency blue lights.
Once the emergency lights were on the passenger side door came open. Sgt. Davis observed Taylor Dominey fall out of the vehicle. Emily Osborn exited the vehicle behind her. Sgt. Davis instructed Dominey and Osborn to keep their hands in the air. Dominey failed to comply with lawful instructions. Sgt. Davis pointed his issued duty weapon at Dominey and Osborn until Cpl. Farthing and Capt. Burgamy arrived. Once other deputies arrived Dominey went back into her vehicle, after given lawful commands not to go back into the vehicle.
Dominey exited the vehicle with liquor shots in her hand. Dominey and Osborn were still not following lawful commands. At this time Cpl. Farthing shot his duty issued Taser 7 at Dominey, striking her in the back and thigh. Sgt. Davis then escorted Dominey to the ground. Sgt. Davis placed Dominey in handcuffs of proper fit and double locked. Cpl. Farthing apprehended Osborn. She was also placed under arrest. Deputies searched the vehicle and located approximately two 9mm shell casings in the vehicle. Ronnie’s Towing responded and removed the vehicle. The vehicle was impounded at the Washington County Sheriff’s Office.
Dominey and Osborn were both transported to the Washington County Sheriff’s Office.

[NARRATIVE #2 on November 23, 2022]
On Tuesday November 23, 2022 at approximately 0140 hours, Cpl. Farthing went to assist Sgt. Davis who had located vehicle on Highway 68 S involved in a Aggravated Assault involving a firearm. Cpl. Farthing exited his patrol vehicle, he could hear Sgt. Davis giving loud commands to Taylor Dominy and Emily Osborn. Neither subject was following any commands and the comment could be heard to Fu*king Kill Me.
Cpl. Farthing made approach to the vehicle, when Dominy while refusing commands returned to the vehicle. Cpl. Farthing gave verbal commands to Osborn to place her hands in air, lay on the ground and to move in which Osborn refused to comply with all commands. Cpl. Farthing then observed Dominy proceed to where Sgt. Davis and Cpt. Burgamy were located. Dominy was still refusing commands by deputies to stop and lay down.
Cpl. Farthing was unaware if Dominy had possession of firearm used in incident and could not see her hands. Cpl. Farthing deployed his issued taser X7 Serial #X4000DXAR and cartridge serial #X4922XKPF at Dominy. One probe struck lower right side of back and second struck right thigh. As taser was going through cycle Sgt. Davis was able to take Dominy down and into custody. Cpl. Farthing turned his attention to Osborn who was approaching deputies. Cpl. Farthing was able to grab Osborn and place her onto the ground.
Cpl. Farthing gave commands for Osborn to give her hands in which Osborn kept refusing to comply. During this time it was still unknown if either suspect was armed. Cpl. Farthing at that time used same taser in on drive stun and made contact with Osborn’s lower back. While drive stun was going through cycle Cpt. Burgamy assisted in placing Osborn into custody. Lt. Perdue escorted Osborn to Cpl. Farthing’s patrol vehicle. Sgt. Davis had dispatch to send EMS to scene.
While deputies were waiting on EMS arrival Dominy removed taser probe from thigh and threw it at Sgt. Davis while in cuffs. Other probe was no longer attached to skin when checked. Both subjects were checked out by EMS Med 150-M3. Sgt. Davis advised that Dominy had no pain complaints. Osborn complained about back pain. EMS checked Osborn and no injuries were located from drive stun. Cpl. Farthing transported Osborn to Washington County Sheriff’s Office.
