On Sunday, February 2, 2025 around 6:35pm, PFC Blankenship and I, OFR Hamilton, were dispatched to [100 BLOCK] E 16th St, Rome, GA 30161 in reference to a fight.

Upon arrival, I observed a group of 20-30 individuals standing in the front yards of [100 BLOCK] and [100 BLOCK] E 16th St and in the roadway. I spoke with numerous different people that advised the fight was finished and that one of the guys ran off and they did not know who he was. PFC Blankenship found the other subject, later determined to be Mr. Alford Henderson (suspect), hiding behind a pickup truck in the side yard of [100 BLOCK] E 16th. Mr. Henderson advised that he got into an altercation with someone that he would not name and got beat up. Mr. Henderson also advised that he had been drinking throughout the day. Mr. Henderson had a visible laceration on his nose from the altercation and a few other marks on his arms and face.

Floyd EMS arrived on scene and tried to assess Mr. Henderson. Mr. Henderson advised that he did not want to go to the hospital despite being encouraged to go by EMS and bystanders. PFC Blankenship and I attempted to talk with Mr. Henderson and I explained that I would take him home with his bike and allow him to get cleaned up and go to bed. Mr. Henderson continued to get upset, curse, and yell while in the presence of many children. Multiple individuals at both [100 BLOCK] and [100 BLOCK] E 16th St advised that Mr. Henderson had been heavily drinking all day and trying to start fights with multiple people. Eventually, after much convincing, Mr. Henderson agreed to be driven home. While we walked to the car Mr. Henderson yelled that he was going to “get that mother fu*ker.”

At this point, considering that Mr. Henderson was a danger to himself and others, I placed Mr. Henderson in handcuffs (handcuffed behind the back, checked for fit, double locked, and searched incident to arrest). At approximately 6:55pm, I recovered a used glass smoking device in his front left pocket with residue and a brillo pad inside. I collected the device for destruction.

I placed Mr. Henderson in the backseat of my patrol car and transported him to the hospital to be treated for the injuries sustained from the fight. Upon arrival to Atrium Health Floyd, Mr. Henderson was rather calm until he sat down on his hospital bed in the hallway. Mr. Henderson began screaming and cursing very loudly which brought a significant amount of attention from families and patients nearby. Medical staff came to assist and then Mr. Henderson was moved into a behavioral health room.

When Mr. Henderson was discharged from the hospital, I transported him to the Floyd County Jail (with handcuffs in the front due to the medical scans) without incident. Mr. Henderson was booked for Disorderly Conduct (03997) and City Drunkenness (03998).

The glass smoking device was submitted into evidence to be destroyed.

Back seat cleared before and after transport
