OBSTRUCTING OR HINDERING PERSONS MAKING EMERGENCY TELEPHONE CALL

On the above date and time I (Ofc. Shaw) responded to a domestic call at [600 BLOCK] Old Summerville Rd.
Upon my arrival I made contact with [VICTIM #1] and [VICTIM #2]. [VICTIM #1] informed me that her grandson (Austen Thomas Harrison) had gone to bojangles earlier that morning to get everyone breakfast. Once he arrived back at [VICTIM #1]’s house him and [VICTIM #1] started to have a argument. Austen then got super upset and picked up a chair that [VICTIM #1] stated was a antique chair and he threw it across [VICTIM #1]’s kitchen. [VICTIM #1] informed me that the chair was worth roughly $50. She also told me that as he was throwing the chair he was screaming and cursing at [VICTIM #1] in which made [VICTIM #1] feel un easy.
[VICTIM #1] then told [VICTIM #2] to call 911. As [VICTIM #2] was dialing 911 Austen approached her and snatched the phone out of her hand, continuing to yell and curse. He then threw [VICTIM #2]’s phone across the room, this frightened [VICTIM #2]. [VICTIM #1] then called 911 her self and Austen then left the scene. I told [VICTIM #1] of the charges I have based off of everything I have seen and heard. [VICTIM #2] told me she would also like to press charges. I then gave both of them a victim notification pamphlet and went over to [100 BLOCK] Selman Rd. in which is where Austen lives according to [VICTIM #1].
Upon my arrival I did not see his truck in the driveway. I knocked on his door to try and make contact but was unsuccessful. I then gave Austen a call and asked if he would come over to his house to speak with me and he agreed. Once Austen arrived home he stepped out of his truck, I then approached Austen and had him set the items he had in his hands on the hood of his truck. I grabbed his left hand and put it behind his back and put him in handcuffs, I checked for fit, and double locked them. I then informed Austen that he was being placed under arrest. He then started to scream and cuss at me about the situation how ever I ignored him and had him walk with me to my patrol vehicle.
I then searched Austen accordingly and placed him in the back seat of my patrol vehicle. I then bagged up all his items and began my transport with Austen to the Floyd County Jail. As I was in route Austen continued to scream and cuss at me, calling me vulgar names and even saying a few racial slurs. Once we arrived at the county jail we were met with a group of deputies who assisted Austen into the county jail. He was then released to the Floyd County Sheriffs office.
