[NARRATIVE #1 On October 13, 2025]

On Monday, October 13th, 2025, at approximately 23:50 hours I, Officer Gibbs, responded to the listed address regarding a fight. On scene Officer Boyd began speaking with [VICTIM #1] to gather her testimony during which she accused Billie Manis of inappropriately touching her. She described Billie grabbing at her thighs and rolling her shorts up while they were on the couch.

I began speaking to other parties who wished not to be contacted as witnesses, but provided statements recorded on body camera. [WITNESS #1] stated she was sitting next to [VICTIM #1] on the couch, speaking of ongoing issues between the two parties. Billie approached and began to make sexual comments referring to oral sexual activities, and put her hands “all over” [VICTIM #1].

When asked to clarify she stated “I mean, just all over her,” and described the act as “appalling” and “downright disgusting.” She stated [VICTIM #1] looked at her for help, and she told her to back Billie off. [VICTIM #1] then began to shout and push Billie off of her. She then stated [WITNESS #2] would be another possible witness. Officer Boyd then informed me [WITNESS #2]’s testimony corroborated the statements given.

We spoke to Billie who denied the allegations, but did state that she had gotten into bed with [VICTIM #1] last night after she was asked to.

Due to corroborating testimonies Billie was placed under arrest and transported to Floyd County Jail where she was booked in and charged with Sexual Battery under OCGA 16-6-22.1.

[NARRATIVE #2 On October 13, 2025]

On October 14th, 2025 I, PFC Boyd, responded to 1203 Shorter Avenue in reference to a verbal fight upon arrival I made contact with one of the parties, [VICTIM #1]. [VICTIM #1] stated that she was arguing with Billie Manis over a incident that occurred the night prior. [VICTIM #1] stated that the night before, Billie Manis was drunk and was sitting on a couch next to her. [VICTIM #1] stated that at one point, Manis was making a sexual pass on her and was leaning all over her.

[VICTIM #1] stated that she then put her hand on her v*gina. [VICTIM #1] stated that several witnesses saw these actions. [VICTIM #1] immediately told her to stop. [VICTIM #1] later stated that Manis climbed into her bed and put her hands in her pants. [VICTIM #1] told her to get out of her bed and she continued to try to get into the bed multiple times.

While I spoke with [VICTIM #1], PFC Gibbs spoke with witnesses and the other party. I also spoke with another subject names [WITNESS #2] who stated that she did not want to be a part of the report, but she also saw that actions that took place on the couch. See primary narrative for more details.
