[NARRATIVE #1 on February 05, 2025]
On the date and time listed above I Pfc Evans was dispatched to [200 BLOCK] Barron RD in regards to a physical domestic with a shotgun involved. When Cpl Wishart and I arrived, we met [VICTIM #1] and [WITNESS #1]. I noticed blood on [VICTIM #1]’s hand and they pointed toward the back side of the house and said hurry before he runs out of the back and he had a shotgun. When I made it to the back side of the house I knocked on the back door and eventually made contact with Christopher Carter. Christopher was standing behind a window and attempting to talk to us through a broken window. He was extremely agitated and was not following the commands that was given to him by law enforcement officers. I had to continuously tell him to show me his hands. Every time he did, I would tell him to keep them where I could see them, but he would not follow the commands by hiding them behind the wall. I told him multiple times to come out side but he refused and continued to scream profanity to me. I could hear a females voice inside the residence but it appeared like he was preventing her to talk to us. He attempted to tell Cpt. Hovers what happened but he was unable to provide a story that made sense due to him being so angry.
I went to the front of the house and spoke to [VICTIM #1], [WITNESS #1] and [WITNESS #2]. I asked them where the shotgun was and they said that he probably has it in the room with him.
I went to the neighbors and spoke to two, they both heard a loud explosion that resembled a gunshot.
[WITNESS #3] finally agreed to come out side to speak with EMS.
After further investigation we had enough charges to make entry into the residence to arrest Christopher. We were provided the keys from the homeowner and while Lt. Clayton was attempting to unlock the door Cpt. Hovers made contact with him through the window and gave him instructions to come to the door but he refused those legal commands as well. Once we were able to have a safe opportunity we entered the residence and made contact with Christopher. We ordered him to show us his hands and he began to resist by turning away from us. The subject was taken to the ground as we attempt to gain control of him. He was given multiple commands to give us his hands which he resisted by keeping them under his stomach. I delivered a closed fisted blow to Christopher’s head area in attempt to gain compliance, once I did and after multiple commands, he finally complied and gave us his hands so we were able to successfully place him in hand cuffs. Once he stood up I searched him for weapons and the hands cuffs were double locked for a safe and secure fit. He was escorted to the back seat of patrol car 83 while we performed a safety sweep of the residence for anymore people. Once the residence was cleared a search warrant was obtained for the residence for narcotics and any weapons that would have been used during the domestic.
I then asked [VICTIM #1] to come inside to speak with me to tell me again exactly what happened. He said that [WITNESS #1] went to the back room to tell [WITNESS #3] to leave because her dad doesn’t want her to live there anymore. he said that the bedroom door was already open so she didn’t force the door open. When [WITNESS #1] began to talk to her [WITNESS #3] began to put her hands on her so to defense her self [WITNESS #1] held her to the ground and when she did [WITNESS #3] began to kick her. [VICTIM #1] noticed the confrontation so we began to walk that way and when he did he noticed Christopher began to grab [WITNESS #1]. [VICTIM #1] noticed that Christopher had something in his hand so he grabbed him to protect [WITNESS #1]. Christopher grabbed [VICTIM #1] and began to “bull dog me” [VICTIM #1] said that was when he held him to the floor to make him stop attacking his wife. He said thats when Christopher grabbed the sword and [VICTIM #1] began to hit him to make him drop the sword in attempt to defend him self. [VICTIM #1] grabbed the sword and the back side of his neck because he was afraid he was going to use the sword against him. [VICTIM #1] told him to drop the sword but Christopher told [VICTIM #1] to let him go. Thats when [VICTIM #1] noticed that Christopher grabbed the shotgun with his left hand and stood up with it in his hand. Thats when [VICTIM #1] and [WITNESS #1] walked out of the door because they were scared for their safety. He said that him and his wife were walking around the side of the house when they heard Christopher shoot the shotgun. He stated that he felt like he shot the gun in attempt to scare him and [WITNESS #1].
I then spoke to [WITNESS #1] she told me that she was given permission by her dad to tell [WITNESS #3] to get out and when she confronted her she began to grab her. So she put her on the floor in attempt to defend her self, when she did [WITNESS #3] began to kick her in the stomach and she is 15 weeks pregnant. She said that Christopher came up behind her and began to grab her by her side. [VICTIM #1] noticed that Christopher was going to grab her so he began to defend her. She said that Christopher and [VICTIM #1] began to wrestle around, she noticed that Christopher had a large dark colored item in his hand which she thought was a shotgun. She said that she believed Christopher was going to use the knife and the shotgun to hurt [VICTIM #1]. She said that when her and [VICTIM #1] stepped outside they went around the corner and thats when Christopher shot the shotgun. She said that he shot the gun in attempt to scare them.
[WITNESS #1] and [VICTIM #1]s story matched.
I spoke to [WITNESS #3] she told me that she was in her room when [WITNESS #1] bear hugged her and they ended up on the ground. She said that [VICTIM #1] came in and broke up the fight. She said that she kicked her but she only kicked her around the hips. She said that she didn’t see the altercation between [VICTIM #1] and Christopher. She did say that she heard the gun shot, but he shot it when they were walking away. She said that he was trying to only scare them. She was extremely hard to understand due to the fact that she was under the influence of some type of drug.
The house was searched and we found the sword with dried blood on the blade along with the sawed off shotgun that was used.
Christopher was then placed in the back seat on my patrol car after he was searched. He was then explained his charges and transported to the Floyd County Jail with Jail where he was medically cleared and taken into their custody.

[NARRATIVE #2 on February 05, 2025]
On 2/5/2025, I (Lt. Clayton) assisted patrol officers at [200 BLOCK] Barron Road with a reported domestic altercation. Dispatch advised that a pregnant female had been kicked in the stomach, a male had been cut, and a subject had discharged a firearm during the altercation.
Upon arrival I met with officers already on scene and they were speaking with a subject at the back of the structure and I observed several subjects in the driveway and one male was bleeding from his hands. I quickly searched the male that was bleeding and instructed him to go to the ambulance that was pulling up and then spoke with the pregnant female, ensured she did not have in weapons and then sent her to EMS personnel as well. I could hear officers giving verbal commands to someone inside the residence and I made contact with them at the rear of the residence and they were trying to get a male inside to show them his hands and to exit the residence. The male refused to exit the residence and it was then discovered that the males girlfriend was also inside the residence with him.
The male identified as Mr. Christopher Carter refused to exit the residence and could be seen pacing back and forth inside the residence and he was agitated making gestures at officers and continually screaming. The female I knew to be Mrs. [WITNESS #3] could be seen as well walking throughout the residence and officers were finally able to talk her into exiting the residence, where she was treated by EMS as well. Mrs. [WITNESS #3] was clearly under the influence of drugs. Additional information was gathered from the other subjects inside the residence as well as neighbors and probable cause was established that during a physical altercation Mr. Christopher Carter utilized a sharp instrument and cut the hand of Mr. [VICTIM #1] and also at some point during the altercation discharged a shotgun, that was described as a sawed off shotgun. Additionally it was reported that residents had seen drugs inside the residence on today’s date and Mrs. [WITNESS #3] admitted to using possible fentanyl on this date as well. I contacted Inv. Ribot and he began to secure a search warrant for the residence and officers continued to try to get Christopher to exit the residence. Christopher’s father offered the keys to the residence and all parties stated the Chris had a room in the back of the residence but that they all lived at the residence as well.
Christopher continued to walk around inside the residence and at one point could be seen with a drill and other items walking around inside. Christopher continued to ignore commands to exit the residence and while officers continued to try and engage him in conversation myself, PFC Evans, Cpt Hovers, and Sgt. Wright made entry into the residence with the home owners keys and made contact with Christopher in the dining room / laundry room area of the residence. I gave him orders to get on the ground and I grabbed ahold of Christopher and began to try and grab his arm as I took him to the ground. Christopher puled his hand away and we continued to give verbal commands to give us his hands and I was able to put one hand into a handcuff and then his other arm was pulled from under him and it was placed into a handcuff and he was secured and searched for weapons. I escorted Christopher from the residence and had EMS check him for blood that was coming from his head. EMS cleaned the area and advised that he did not need any stitches and was ok. Christopher was secured into a patrol vehicle and we awaited a search warrant to search the residence, while officers continued to interview the other parties.
Inv. Ribot advised that the Search Warrant was signed at 1951 hours and I began by photographing the residence. I located a spent 12 gauge shell casing in the garbage can inside the residence and after a lengthy search a machete style bladed knife was found under the mattress in Christopher’s room and it had blood on the blade. A.22 caliber rifle was found in Mr. [WITNESS #2]’s room (father) and he advised that he was a convicted felon. After searching for some time, we were unable to locate the described shotgun that was used in the assault, but all witnesses from the residence as well as Chris’ girlfriend confirmed he did have a sawed off shotgun and had discharged it. Christopher finally told officers where the gun was located and it was found in the garage and under numerous other items. The search warrant was concluded and a copy of the warrant was left with Mr. [WITNESS #2].
