[NARRATIVE #1 On October 20, 2025]
On October 20, 2025 (Monday) I, PFC Young, was dispatched to [10 BLOCK] Jefferson Dr, Rome, GA 30165 in reference to a domestic altercation.
While en route, dispatch advised that the complainant was calling in stating that an [VICTIM #1] was in a physical altercation with a Christopher Ingram. PFC Oney arrived shortly before I did and was attempting to make contact at the residence. Upon my arrival, I walked over to the carport where I observed a light inside the door to attempt to make contact. When I did so, PFC Oney and I both heard a lot of rustling coming from what seemed to be the rear of the residence. Around this time, a vehicle also began pulling into the carport.
A female exited the vehicle and identified herself as [VICTIM #1]. I asked [VICTIM #1] what happened and she appeared to be extremely nervous. [VICTIM #1] burst into tears and stated that she and Christopher had been arguing but we needed to leave because Christopher “said he would kill [WITNESS #1]” if we showed up. [VICTIM #1] advised that Christopher had a .380 handgun with him. [VICTIM #1] advised [WITNESS #1] was her daughter.
I told [VICTIM #1] we needed to find [WITNESS #1] and Christopher but she insisted that we leave out of fear. I looked around the front of the house and observed a couple of males standing on the front porch with cell phones. I asked [VICTIM #1] who they were and she stated they were supposed to be there. I later identified them as complainant [WITNESS #2] and [WITNESS #3]. I asked, again, what happened and [WITNESS #2] stated that he was in an adjacent room when he heard a physical altercation between Christopher and [VICTIM #1] but he was afraid to come out. I asked where [WITNESS #1] was and he went inside to locate her. She came out with him shortly after. She did not appear harmed.
After verifying she was safe, I checked on [VICTIM #1] and asked if she had any injuries. She advised that Christopher had grabbed her around her neck and threw her across the room. [VICTIM #1] showed me her neck, which had a recent red scrape mark and redness suggesting she had actually been grabbed as described. She also showed me a scrape on her right forearm she advised was also from the altercation.
At the start of this investigation, it was determined that Christopher had allegedly threatened to shoo [WITNESS #1] and had physically fought with [VICTIM #1]. He also reportedly had a firearm and had fled the residence. Given the recent rustling PFC Oney and I heard, we attempted to search the back yard of the residence to see if we could locate Christopher. In doing so, we noticed that the large shed in the back yard had an open latch that appeared to have once had a padlock on it, suggesting it had just been opened.
PFC Oney and I gained permission from [VICTIM #1] to go through the house to the back yard. As we passed through, [VICTIM #1] showed me their bedroom where the altercation took place. Clothes and other items were strewn about. [VICTIM #1] showed me her drawer where she had a pink and black SCCY 9mm pistol and the .380 was supposed to be, but was missing.
PFC Oney and I approached the shed. We could not see inside but we would occasionally hear a noise coming from inside. I attempted to make verbal contact with Christopher but he would not respond. I returned to [VICTIM #1] after additional units arrived for backup. I asked her if Christopher had a cell phone and she advised he did. She also pulled up his phone on her Find My iPhone app. Upon using the app, I observed that Christopher’s phone was showing to be in the back yard of the residence, further confirming that he was inside the shed. I had [VICTIM #1] call Christopher’s phone and we could hear it ring inside the shed.
At this time, we determined that Christopher was possibly barricaded. After some time, SWAT was paged and I began to leave to the Rome Police Department to obtain search and arrest warrants for Christopher. When I did so, PFC Oney attempted verbal contact again and this time Christopher exited the shed. He was subsequently taken into custody.
I arrived back on scene and read Christopher his Miranda Rights. He was distraught and crying but he stated he understood his rights and wished to answer questions. I asked Christopher what happened and he stated that [VICTIM #1] had randomly attacked him today during an argument and he defended himself. Christopher said that [VICTIM #1] choked him. I looked at his neck but did not observe any injury or evidence that he had been choked. I asked how [VICTIM #1] got the injuries on her neck and arm and he simply stated [VICTIM #1] attacked him first.
I asked Christopher if he had a firearm at any point during the altercation and he said he did not. I told Christopher that [VICTIM #1] reported he had the firearm and we needed to locate it. I asked Christopher if he would give permission to search the shed he was hiding in for the firearm and he agreed while also stating that the “shed is not his” and “anything inside is [VICTIM #1]’s.”
Upon searching the shed, a silver and black Ruger LCP .380 was located atop some random property. I asked Christopher why he was hiding and would not respond to us when we attempted to make contact with him. He simply stated he was scared and trying to get away from [VICTIM #1].
I returned to [VICTIM #1] now that I had time in order to get a more detailed statement of events. [VICTIM #1] advised that Christopher had left for work earlier today on his motorcycle but has to use GPS because he is not familiar with the area. [VICTIM #1] stated that the GPS took him to Dallas, GA instead of White, GA where he works so he came home angry. [VICTIM #1] stated that Christopher continued to be volatile to the point that he grabbed her around her neck and threw her across their bedroom.
[VICTIM #1] stated that at some point, Christopher retrieved the .380 from her drawer and attempted to rack it but it jammed. He then did it again and [VICTIM #1] stated this placed her in fear that he was going to shoot her with the firearm. [VICTIM #1] stated she left the residence and as she did so, Christopher picked up a baseball bat and acted like he was going to swing it at her in the carport. She stated that she believed the bat was still in the carport.
I observed the bat in the carport near the door. [VICTIM #1] stated she left to the nearby gas station before coming back after seeing us head toward her residence. I asked [VICTIM #1] what exactly Christopher said about [WITNESS #1] and she stated Christopher had actually stated that if he was going down he was “taking everyone out with him.”
I spoke with [WITNESS #1], [WITNESS #3], and [WITNESS #2]. All three advised they were at the residence in different rooms when they all heard a physical altercation between Christopher and [VICTIM #1] in their bedroom. [WITNESS #2] and [WITNESS #1] both confirmed that they also heard a firearm racking during the altercation.
I gathered all necessary information and completed a victim notification form for [VICTIM #1]. I also provided her with a victim’s bill of rights. Christopher was then transported to the Floyd County Jail to be booked. At the jail, staff ran a criminal history check on Christopher and I learned that he was a convicted felon. Christopher was booked on his charges without incident.
After booking, PFC Oney advised that while en route to the jail, Christopher now stated that [VICTIM #1] had actually come after him with the baseball bat but he took it away from her. He also kept making statements that he was just “talking” and didn’t mean anything that was said.
I seized the firearm for evidence and will submit it accordingly. I also photographed [VICTIM #1]’s injuries and attached them to this report.

[NARRATIVE #2 On October 20, 2025]
On October 20th, 2025, I (Ofr Stroupe) responded to [10 BLOCK] Jefferson Dr to assist officers with a barricaded subject.
Upon arrival, I was advised that the suspect, Christopher Ingram, was probably in a building located in the back yard. After determining SWAT was needed to assist in Mr. Ingram’s apprehension, Officer Young advised he would go to the station to secure a search warrant and an arrest warrant.
I relieved Officer Young of his position inside the residence and maintained post on the front of the building while he went to secure the warrant. Shortly after, Officer Oney gave more verbal commands to Mr. Ingram and received a response. Officer Oney instructed Mr. Ingram to exit the building.
As he exited the building, he raised his hands in surrender as Officer Oney and I held point. I continued to hold point while Officer Oney placed handcuffs on Mr. Ingram. Once handcuffs were placed on Mr. Ingram, he was taken to the patrol vehicle and read his Miranda Warnings by Officer Young. When Officer Young asked for consent to search the building, Mr. Ingram advised that he did not own the building and did not own anything inside the building.
Therefore, it was determined that Mr. Ingram did not have an expectation of privacy for the building and consent to search was not necessary to obtain from him. The owner, [VICTIM #1], did provide officers with consent to search the building. Upon searching the building, a Ruger .380 pistol (black frame and silver slide) was located behind a small workbench located in the middle of the left portion of the building. It was collected as evidence and entered into evidence by Officer Young.
