[NARRATIVE #1 on February 13, 2025]
On the above date I responded to a domestic call at [1600 BLOCK] PLEASANT VALLEY RD when I arrived I spoke with [VICTIM #1] and [WITNESS #1]. [VICTIM #1] states that his father threatened to kill him and kick him out of the home. [VICTIM #1] then showed me a video dated form today showing CHRISTOPHER out of breath walking away from [VICTIM #1] before turning around and shouting “I’m going to kill you”. When asked what caused this [VICTIM #1] states that it was an argument about cleaning the home. [VICTIM #1] then states while recording his father grabbed his phone and they stated fighting. [VICTIM #1] states he couldn’t remember much but knows that his father was on top of him and striking him in the back of the head. I knocked on the home to talk to Christopher but received no answer. around this time PFC. Sangphim arrived, I informed him of the situation, and he began to knock on the door of the home. When he knocked on the door it opened. Outside of the door we announced ourselves but received no answer. [VICTIM #1] told us that his father is in the back room.
We entered the home announcing ourselves multiple times and received no answer until we got close to the back room where [VICTIM #1] told us his father would be. Christopher yelled at us stating that “If you touch me I’ll Fu*k you up.” PFC Sangphim ordered Christopher to show him his hands which he did not initially complied to but eventually did. PFC Sangphim began to command Christopher to drop what was in his hands. I pointed my firearm against dry wall in Christopher’s direction. When PFC Sangphim entered the room, I kept my firearm pointed at Christopher while PFC Sangphim put handcuffs on him and picked him up, and we escorted him to my patrol vehicle.
At my vehicle I noticed that Christopher’s arm was bleeding when asked about it Christopher states that his was from the fight with his son. PFC Sangphim read Christopher his miranda rights and he stated he understood. Christopher told me he does not want to talk to me. SGT Overstreet arrived on scene and took pictures of arm. SGT Overstreet stated that he smelled the odor of marijuana coming from inside the home and PFC Sangphim stated he saw marijuana and pipes in the home. When asked Christopher states that he has marijuana to treat his PTSD. I transported Christopher to the county jail without issue.
Handcuffs checked for proper fit and double locked.

[NARRATIVE #2 on February 13, 2025]
On 02/13/2025 I, CPL. Sangphim and OFC. Carpenter, responded to [1600 BLOCK] Pleasant Valley Rd in reference to a domestic altercation at the residence. Dispatch advised us that the complainant, [VICTIM #1], stated his Dad (Christopher Vaugn) had punched him in the head and chest, but they were now separated. Upon arrival to the scene OFC. Carpenter was speaking with [VICTIM #1] in the front yard. [VICTIM #1] played a video for us where I could hear and see Christopher Vaughn state “I’ll kill you” to [VICTIM #1]. I checked the time stamp on the video and saw that it was taken recently. [VICTIM #1] stated his Dad was inside the trailer. We announced ourselves as the “Floyd County Police Department”. Christopher eventually answered stating he was in the back room. I asked Christopher to come out and speak with me. He stated he was “busted up” and couldn’t get up. Christoper stated that [VICTIM #1] had a knife earlier.
I made my way to the back bedroom to the sound of Christopher’s voice. I knew from prior encounters and information from other officers that Christopher has severe mental health disorders and can be violent. I have also spoken previously to Christopher’s roommate who told me that Christopher suffered from paranoid schizophrenia. I then told Christopher we were investigating a domestic altercation and we needed to check on him if he was injured. He stated “okay come on then” he then stated “if you touch me I’m gonna fu*k you up”. I asked Christopher to show me his hands, he did not comply immediately. I drew my duty weapon and kept it down by my side and repeated my command. Christopher then showed me his hands. The room Christopher was in was not well lit and I could not see very clearly inside of it. I told Christopher he needed to come out and speak with us and I could see him sitting on the bed. I could also see in plain sight a smoking pipe and raw marijuana sitting on a rolling tray next to where Christopher was sitting. Christopher then became angry yelled at one point “get out of my house”.
I again told Christoper he needed to come outside and speak with me. Christopher appeared to be okay and capable of walking. I believed he did not want to come out because he knew he may be arrested for his previous actions against his son. He then suddenly picked up an object from the bed. I initially thought that the object was a machete, but later realized it was half of a pool cue. Christopher raised the object over his head in a striking position and rotated his body in my direction and OFC. Carpenter’s direction. He was within striking distance of us both and I feared for my safety believing that Christopher was going to attempt to strike me or OFC. Carpenter with the object. I immediately pointed my service weapon at Christopher and told him to drop whatever he had or I would shoot him. He eventually complied putting down the pool cue. I told him to get down on the ground and put his hands behind his back. Christopher complied, I transitioned to my taser while OFC. Carpenter maintained lethal coverage. I was then able to place Christopher into handcuffs without further use of force. I was then able to see on the bed that the object was actually half of a pool cue (still capable of causing severe bodily injury).
We then escorted Christopher outside and I could see that Christopher was bleeding from his hands. Christopher stated the injuries were from fighting with [VICTIM #1], but alleged that [VICTIM #1] was the aggressor. I read Christopher his miranda rights and he stated he understood his rights. SGT. Overstreet arrived and took pictures of Christopher’s injuries (hands and elbow minor bleeding). Christopher also alleged that [VICTIM #1] broke his knuckle / finger. SGT. Overstreet then commented that he could smell the odor of marijuana. I stated that I had observed some inside. Christopher stated “yeah it’s marijuana it’s my P.T.S.D medicine charge me for that too”. We then went and collected the marijuana which had been knocked over onto the floor during the physical altercation with Christopher. I also observed a glass pipe and a small residue bag with a few salt sized grains of what I believed was methamphetamine, however there did not appear to be enough to sent for testing. I did collect it to be destroyed along with two marijuana grinders and a digital scale. OFC. Carpenter then transported to the Floyd County Jail (treated by jail staff for minor cuts).
